Job Introduction
We are seeking a highly capable Senior Operations Lead to support operational delivery across the HMRC West estate, providing services to HM Revenue & Customs (HMRC).
This is a senior operational role supporting the Head of Operations, with accountability for service performance, compliance, financial control and team leadership across a complex, multi-site Facilities Management contract.
The Senior Operations Lead plays a pivotal role in ensuring consistent, high-quality service delivery across all sites and service areas within HMRC West.
You will:
- Support the Head of Operations in overseeing day-to-day operational delivery
- Lead and develop Facilities Managers and site teams
- Drive operational performance, efficiency and standardisation
- Act as the senior operational decision-maker in the absence of the Head of Operations
This role requires strong leadership capability, operational discipline and the confidence to make decisions in fast-paced, business-critical environments.
Whatyou’ll do:
- Support the Head of Operations in managing operational delivery across all service areas.
- Act as operational lead in their absence, ensuring service continuity and performance.
- Lead, mentor and develop Facilities Managers and site teams to achieve operational excellence.
- Drive efficiency through process improvement, workflow optimisation and standardised best practice.
- Monitor KPIs, SLAs and performance metrics, implementing corrective actions where required.
- Oversee operational risk management, incident response and escalation processes.
- Collaborate with commercial, finance and compliance teams to maintain operational integrity and budget control.
- Ensure statutory, regulatory and contractual obligations are consistently met.
- Support strategic planning, resource allocation and operational forecasting.
- Produce clear operational reports and performance insights for senior leadership.
- Build strong relationships with clients and stakeholders to support service excellence and continuous improvement.
The Environment
HMRC West is a large, multi-site government contract operating within live and sensitive environments where compliance, continuity and stakeholder confidence are essential.
Key challenges include:
- Providing consistent operational oversight across geographically dispersed sites
- Maintaining KPI and SLA performance across multiple service lines
- Managing operational risks and incident response
- Ensuring financial control and budget adherence
- Embedding compliance, safety and governance standards
- Building strong working relationships with clients, stakeholders and suppliers
What you bring:
- Proven experience in multi-site FM or operational management.
- Experience leading managers and operational teams.
- Strong understanding of statutory compliance, health & safety and contractual obligations.
- Experience managing budgets, resource allocation and operational forecasting.
- Strong client and stakeholder engagement capability.
- Demonstrated ability to drive operational performance and continuous improvement.
- Excellent planning, organisational and reporting skills.
- Ability to make sound decisions under pressure and resolve complex operational issues.
Desirable
- Experience within a public-sector or government FM contract.
- Understanding of both Hard and Soft FM service delivery.
- Experience implementing standardised operational processes across multiple sites.
- IOSH Managing Safely or equivalent health & safety qualification.
