The Role
Our friendly and inclusive Property team is looking for a Facilities Manager to manage and oversee all aspects of facilities operations for the estate at our Service Headquarters in Kelvedon for now and for the future operations. This includes ensuring compliance with statutory tasks, delivery high quality hard and soft services. This includes building maintenance, safety, cleaning, catering and environmental sustainability.
What You Will Be Working On
To be responsible for the Facilities Management of the Service Headquarters and suggest improvements which will result in improved performance and/or reduced costs.
Oversee maintenance and repair of building fabric, mechanical and electrical systems for the building. Working with the Asset and Compliance manager to ensure PPM schedules are appropriate and followed.
Manage contractors for specialist services and ensuring work meets agreed standards.
Supervise cleaning contract, waste management, grounds maintenance and manage catering services on site.
Be an active participant in all management and working groups. Provide advice and guidance on effectiveness of design and development of areas and facilities for existing and new premises in line with responsibilities.
Plan, manage and develop programme through surveys of all FM functions within the Essex County Fire & Rescue portfolio. Communicating with stakeholders and Surveyor/M&E functions.
To advise on appropriate services and procure all furniture and fittings for the Authority in line with agreed performance expectations for replacement programmes, refurbishments and new construction. To develop and be responsible for an appropriate assets register and inspections for the purchase, service and replacement of fixtures and fittings associated with Property Services.
To monitor, advise and prepare space standards and assessments across the portfolio. To include review of space allocation to provide adequate workspaces for an agile environment. To undertake regular inspections of the portfolio to prepare maintenance, decoration and improvement programmes. Assisting in the assessment of replacement facilities and buildings. To assist in the supervision and control of organised events with regard to legislative compliance, including the Health and Safety and welfare of people, the safety of all building users.
Produce and maintain procedures/policies for all Facilities functions within the HQ.
Keep up to date, review/evaluate new systems and products, advise changes on policy and standards, and implement accordingly. Ensure all work complies with building service regulations, approved working practices, statutory requirements and health and safety legislation
To be the 'Building Manager' for the Authority's Service Headquarters, ensuring statutory compliance and being the primary contact in respect of all property services, undertaking risk assessments, organising emergency procedures, liaising with occupants, eliciting their cooperation or informing them of developments.
To be the duty holder/responsible person for the building fire alarm systems including the monitoring of the fire alarm panel, fire drills and evacuation procedures. Ensure that all of the services provided excel in performance standards and meet all stakeholder expectations and requirements. Accountable for the testing and maintenance of the evacuation system/procedures.
Positively contribute to a safe work environment ensuring compliance with Health and Safety, Risk Management, Business Continuity and Safeguarding policy and procedure. Protect all personal information in adherence with the Data Protection Act 2018.
What Are We Looking For?
We are looking for someone with experience in Facilities Management/Property roles with knowledge of Building regs, fire safety standards and H&S. An excellent communicator who can work independently alongside operational teams and departments to deliver successful projects.
