What will be your primary role?

We are seeking a Traffic Management Specialist to act as the primary liaison for all US Forces transportation and customs operations within the United Kingdom. This position is the lead for all transportation activities under Common User Logistics and acts as the single point of contact for all exclusive use goods destined for US Forces throughout the United Kingdom.

The successful candidate will be entrusted with the responsibility for customs import and export clearances and the clearance of cargo offered for movement within the military airlift system and serve as part of the UK-wide Airlift Clearance Authority. A key function of this role involves managing Host Nation notifications for the movement of arms, ammunition, and explosives across public roads in coordination with the National Police Chiefs’ Council. The position requires extensive liaison with numerous agencies, including but not limited to the Defense Safety Authority, His Majesty’s Revenue & Customs, etc.

This role's duties are essential to supporting USF personnel stationed in the UK, as well as partner nations, UK contractors with DOD contracts, and various deployed forces. The specialist will handle all related documentation, quality control, and administrative functions for the customs clearance office. Furthermore, this position supports the arrival and departure actions for all non-US Visiting Force export cargo.

What are the Key Skills required for this role?

1. Knowledge of a wide range of traffic management principles, policies, practices, laws, regulations, techniques, and operations to include those concerning economics of transportation; commercial carrier operations and tariffs; hazardous, classified, extraordinary, and sensitive materials; and related areas such as storage, preservation, packaging, and US and foreign customs import/export requirements as these involve air, motor, rail, and water movements.

2. Knowledge of safety and security regulations, practices, and procedures.

3. Knowledge of organizational missions, objectives, procedures, and regulatory framework for traffic management programs within which DoD and other federal agencies operate.

4. Skill and ability to utilize technical and functional experience with developing and recommending solutions to complex transportation problems and initiatives.

5. Ability to communicate/respond to a range of questions from government agencies, activity personnel, customers and/or others regarding the shipment and storage of government and personal property.

6. Ability to gather facts and use effective, analytical and evaluative methods to accurately assess information and make sound decisions. Also, have the ability to communicate effectively both orally and in writing

What are the conditions of employment for this role?

1. You will be required to handle and safeguard sensitive information in accordance with applicable US and UK laws, rules and regulations.
2. You may be required to travel by military and/or civilian aircraft and you may also be required to travel to the US or other country, in the performance of official duties or attend necessary training, this position may also be coded as mission essential.
3. You will be required to complete a 6-month probationary period.
4. Overtime may be required.
5. You may be assigned other duties not included in this position description, but that are appropriate to the grade and skill set of the incumbent.
6. Must be able to communicate effectively both orally and in writing.
7. Your work hours will be 37.5 hours per week on a fixed (Mon-Fri) where start & end times may be modified due to mission needs and in accordance with the organization's flexible working policies
9. Employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
12. The Local National Direct Hire (LNDH) Program does not participate in regular drug testing; however, positions covered by this document may be subject to drug testing upon reasonable suspicion of substance abuse, and safety mishap or accident testing

Qualification requirements:
- Specialized Experience as per the key skills

OR

- Bachelors Degree in an appropriate discipline related to the position (i.e. business administration, business or commercial law, commerce, economics, industrial management, statistics, traffic management, transportation, or other fields related to the position) + Specialized Experience as per the key skills or a Master's Degree in an appropriate discipline related to the position
