The Greater Manchester Combined Authority (GMCA) brings together ten local councils to drive regional development and public service innovation. Located at the Tootal Buildings in Manchester, GMCA focuses on areas such as transport, health, housing, policing, and economic growth. Through collaboration among local leaders, public bodies, and community partners, the authority delivers integrated services designed to improve the lives of Greater Manchester residents.


The Team

The Greater Manchester Safer and Stronger Communities team, which operates under the GMCA, is led by Deputy Mayor Kate Green. The team holds strategic oversight of police, crime, criminal justice, and fire services across the region. It plays a pivotal role in advancing public safety and promoting accountability throughout Greater Manchester.

The role:

An exciting opportunity has arisen to join the Safer and Stronger Communities team as a Senior Policy and Partnership Officer.

This pivotal role sits within the Challenger function, driving a city-region wide partnership approach to preventing and responding to serious and organised crime. The role will focus on shaping and delivering an effective action plan implementing recommendations made through a recent review of Greater Manchester’s approach to modern slavery and human trafficking (A Review of Greater Manchester’s Modern Slavery and Human Trafficking (MSHT) Partnerships Approach). This will include operating across a range of public, private and community based stakeholders, including all ten local authorities. The successful candidate will contribute directly to the delivery of the Deputy Mayor’s Police and Crime Plan 202529, helping to shape safer, stronger communities through strategic policy development and partnership engagement.

The role will be fixed term for 24 months on a 0.5FTE basis.

About you:

We are seeking an individual who is keen to learn and develop, with some experience of working with partners and being able to negotiate and influence to achieve shared outcomes.

A strong commitment to partnership working is central to the team’s approach. This includes close collaboration with political leaders and elected members, local authorities, Greater Manchester Police (GMP), the NHS, criminal justice organisations, and the voluntary and community sector. These partnerships are essential to delivering integrated and effective responses to complex challenges across the region.

Interviews will be held on Friday 27th March.
