Summary

Exploitation and Complex Risk Manager

This is not a desk-based safeguarding role.
This is leadership at the frontline of complex risk.

You will shape strategy, influence practice, and oversee the safeguarding response for some of the most vulnerable young people in our care - those affected by exploitation, trafficking, trauma, and serious contextual risk.

About Us
At Arborvitae, we provide specialist residential care for children and young people aged 8–18 with complex and high-risk needs.
Our homes support young people affected by:
• Child Criminal Exploitation (CCE)
• Child Sexual Exploitation (CSE)
• Trafficking & Modern Slavery
• Substance misuse
• Trauma and attachment difficulties
• Emotional & Behavioural Difficulties (EBD)
• Female Genital Mutilation (FGM) – risk or survivors
• Sexually Harmful Behaviour (SHB)
• Neurodevelopmental needs (ASD / ADHD)
We also care for young people subject to legal frameworks including DoLS, Youth Justice supervision, tagging/licence conditions, and secure accommodation discharge planning.
Our approach is trauma-informed, contextual, relational and uncompromising in safeguarding standards.

The Role:
• Lead strategy and operational oversight for exploitation and complex safeguarding risk
• Support Ofsted compliance and drive continuous improvement in safeguarding performance.
• Provide professional guidance to Registered Managers and safeguarding leads.
• Oversee the completion and quality assurance of complex risk and exploitation assessments (e.g. SERAF, NRM, contextual risk mapping).
• Act as the organisation’s lead liaison with Police, LADO, MACE panels, Youth Justice Services, and safeguarding partnerships.
• Represent the organisation in multi-agency meetings and strategy discussions, ensuring coordinated responses to risk and harm.
• Promote a trauma-informed approach that recognises the impact of exploitation and adverse experiences on a young person’s safety, trust, and wellbeing.
• Providing on-call safeguarding support on a rotational basis for all homes across the division

About You
• Significant experience in policing, military, safeguarding or social care roles managing serious and complex risk
• Deep understanding of CCE, CSE, trafficking, SHB and contextual safeguarding
• Experience working within multi-agency safeguarding frameworks
• Emotional intelligence, resilience and sound professional judgement
• Must have a driving licence and access to own vehicle

Desirable:
• Level 5 Diploma in Leadership for Health & Social Care (Children & Young People)
• Knowledge of statutory frameworks and Ofsted regulatory requirements
• Experience within residential children’s homes
