Summary
Job Purpose
To carry out inspection, testing, verification, and certification of electrical submains in a commercial building, ensuring compliance with current wiring regulations, safety standards, and client specifications.
Key Responsibilities
Pre-Testing Activities
Review drawings, schematics, and previous test results
Identify submain routes, distribution boards, and protective devices
Confirm isolation points and safe systems of work
Carry out risk assessments and method statements (RAMS)
Verify test equipment is calibrated and in date
Electrical Testing Duties
Dead testing of submains, including:
Continuity of protective conductors
Continuity of ring circuits (where applicable)
Insulation resistance testing (L-N, L-E, N-E)
Polarity verification
Live testing, including:
Earth fault loop impedance (Zs)
Prospective fault current (PFC/PSCC)
Phase sequence (for three-phase submains)
RCD testing where applicable (trip times and currents)
Verify correct conductor sizing, earthing, and bonding arrangements
Inspection Tasks
Visual inspection of containment, terminations, and labeling
Check mechanical protection of cables and glands
Confirm identification of phases, neutrals, and CPCs
Verify compliance with BS 7671 (or local regulations)
Identify defects, non-compliances, and limitations
Documentation & Reporting
Accurately record test results
Complete Electrical Installation Certificates (EICs) or Minor Works Certificates
Produce snag lists and defect reports with classification (C1, C2, C3)
Communicate findings clearly to project managers or clients
Provide technical feedback where remedial works are required
Safety Responsibilities
Follow safe isolation procedures at all times
Use appropriate PPE
Maintain site safety and housekeeping
Comply with site rules and permit-to-work systems
Ensure testing does not disrupt critical services without authorisation
Skills & Competence
Strong understanding of commercial electrical installations
Confident testing single-phase and three-phase submains
Ability to interpret electrical drawings and schematics
Accurate, methodical approach to testing and recording results
Good communication and reporting skills
Qualifications & Requirements
NVQ Level 3 in Electrical Installation (or equivalent)
18th Edition Wiring Regulations (BS 7671)
Inspection & Testing qualification (e.g. 2391 or equivalent)
ECS / JIB card (where required)
Experience in commercial environments
Typical Work Environment
Commercial buildings (offices, retail, schools, hospitals, industrial units)
Working around live systems, plant rooms, risers, and distribution boards
May involve out-of-hours or phased testing
