Summary

Would you like to play a key role on the construction of a major process plant at Liverpool Docks?

The Opportunity

A leading UK engineering and project delivery consultancy is supporting the construction of a new palm oil production facility in the Liverpool Docks area and is seeking a Cost Engineer to join the site-based project team. Reporting into the Project Manager, you will take ownership of cost control, forecasting, and reporting, providing clear commercial visibility to ensure cost, schedule, and quality targets are achieved.
We would also welcome applications from candidates with experience in chemicals, process manufacturing, food and beverage, pharmaceuticals, energy, or heavy industrial construction.

This role would suit candidates working as Cost Engineers, Project Controls Engineers, Cost Controllers, Project Control Analysts, Commercial Analysts, Assistant Commercial Managers, Quantity Surveyors (cost-focused), Earned Value Analysts, or Project Cost Managers.

Your duties and responsibilities will be

- Produce accurate bi-weekly and monthly cost reports, tracking actual expenditure against approved budgets and forecasts.
- Develop and maintain detailed cost estimates, budgets, and cashflow profiles across the full project lifecycle.
- Monitor commitments, incurred costs, and forecast outturns, challenging variances and driving corrective actions.
- Analyse purchase orders, variations, and cost reports to ensure full visibility of financial performance and potential exposure.
- Support tender and RFQ evaluations, providing commercial input into supplier selection and award recommendations.
- Review and validate supplier invoices against contract values, resolving discrepancies and ensuring budget compliance.
- Interface closely with client-side commercial teams to ensure all costs are accurately reflected within their financial systems.
- Track labour hours against budget and progress, identifying trends, risks, and recovery actions.
- Carry out earned value and cost-to-complete analysis to support forecasting and decision making.
- Identify commercial risks and opportunities, supporting mitigation strategies and value improvement initiatives.
- Maintain robust cost records, pricing models, and audit trails in line with project governance.
- Contribute to project meetings, progress reviews, and commercial reporting to senior stakeholders.


You will have the following qualifications and experience

- Degree in Engineering, Project Controls, Finance, or a related discipline, or equivalent industry experience.
- Demonstrable experience in cost engineering or project controls within construction or major capital projects.
- Strong understanding of the relationship between cost, schedule, risk, and commercial performance.
- Proficiency in cost management and reporting tools, with advanced Excel capability for analysis and modelling.
- Sound knowledge of earned value management, forecasting techniques, and financial control processes.
- Excellent communication skills, able to work effectively with project managers, commercial teams, and client stakeholders.
- Right to live and work in the UK.
