About the job.
We're looking for a Senior Commercial Modelling Manager to join our Commercial and Procurement team within the Business Services Directorate at National Highways. You'll be responsible for protection of National Highways commercial interests by designing and implementing robust commercial models so that we remain a demanding and intelligence customer.
You'll lead the delivery of commercial models with a consistent and high-quality approach to support the commercial and procurement strategy, set out in each of the procurement programmes in the Statement of Need.
This role will be worked on a hybrid basis, with a minimum of 2 days per week in the office.
- Assess and ensure all models and processes align to the original intent of the defined strategy.
- Lead on the planning and implementation of commercial modelling as part of the overall procurement strategy, and encourage innovation, empowering and inspiring continuous improvement.
- Build the capacity, capability and expertise to balance efficient delivery of immediate outcomes and the realisation of future improvements within the procurement programme.
- Analyse, and provide management information and reports to identify trends and address issues proactively, Coach and support programme and project managers/sponsors and their teams on the application and interpretation of the commercial models.
- Assist in the commercial and financial assessment of tenders for programmes of up to £9bn in value.
About you.
- Professionally qualified, RICS, CInstCES or significant Commercial Procurement experience.
- High level of knowledge of NEC forms of contract. Experience of tendering and procurement using NEC forms of contract.
- Significant experience of working in commercial teams including matrix management at a senior level.
- Extensive knowledge of cost and budget management, law of contracts and dispute resolution and conflict avoidance.
- Capacity to absorb complex and diverse information and use strong practical influencing skills, both internally and externally to optimise commercial programme interests.

External candidates will be offered a starting salary at the lower end of the pay scale, while current employees will be appointed in accordance with our established pay policy.
