Neway International are seeking a Section 20 Consultation Officer to join our client based with Southern Housing.
Location: Fleet House, 59–61 Clerkenwell Road, London, EC1M 5LA
Hours: 35 per week
Start date: 09 February 2026
Duration: 12 weeks (initially then rolling contract)
Work pattern: 2 days in office, 3 days from home
Pay rates: PAYE £20.88 per hour / Ltd & Umbrella £27.23 per hour

The Service Charge Team plays a key role in ensuring residents receive accurate information and fair consultation on major works and long‑term maintenance programmes.
The Role
The Section 20 Consultation Officer will support the delivery of statutory consultation processes relating to major works and qualifying long‑term agreements. You will ensure all Section 20 notices are prepared, issued and monitored in line with legislation, internal policy and regulatory requirements.
This role requires excellent attention to detail, strong communication skills and the ability to manage multiple consultation processes simultaneously. You will work closely with internal teams, contractors and residents to ensure transparency, accuracy and compliance throughout the consultation lifecycle.
Key Responsibilities
Prepare, draft and issue Section 20 consultation notices in accordance with statutory requirements.
Manage the full consultation process for major works and long‑term agreements, ensuring deadlines and legal obligations are met.
Review contractor proposals, cost breakdowns and supporting documentation to ensure accuracy before issuing notices.
Log, track and respond to resident observations, queries and objections professionally and within required timeframes.
Liaise with internal teams including Property Services, Procurement, Legal and Service Charge colleagues.
Maintain accurate records, audit trails and documentation for all consultation activity.
Support the Service Charge Team with data collation, reporting and administrative tasks.
Ensure all communication is clear, compliant and accessible to residents.
Contribute to continuous improvement of consultation processes and resident engagement.
Candidate Requirements
Experience working within housing, service charges, leasehold management or a similar regulatory environment.
Strong understanding of Section 20 legislation and consultation requirements, or the ability to quickly develop this knowledge.
Excellent written communication skills with the ability to draft clear, accurate and compliant notices.
Strong organisational skills with the ability to manage multiple deadlines.
Confident in handling resident queries and providing clear, professional responses.
High level of accuracy and attention to detail.
IT literate with experience using housing management systems and MS Office.
