Summary

To take responsibility for the operational management and leadership of the adultacute inpatient wards and home treatment teams within the designated borough To provide leadership that ensures local service development and servicedelivery in designated areas of responsibility reflects national policy, priorities andbest practice To act as a source of clinical advice and expertise in relation to the care of adultswith mental health needs Work with the borough Associate Director to agree a performance assessmentframework and monitoring process for operational services To lead and assist in the continuous improvement of services throughdevelopment and change managementAFC 27/02/19 JME-126-19 Acute Service Manager Band 8a To contribute to the planning, implementation and monitoring of the boroughservice plans To be responsible for ensuring that the services within the designated areas ofresponsibility deliver high quality, safe and supportive care to service users andtheir families To be responsible for ensuring that all staff operate within mental healthlegislation To be responsible for contributing to care pathways and protocols with referringagencies and commissioners to address policy guidance and standards To be responsible for the management and control of designated budgetsensuring the effective use of finances and staffing resources To be responsible for identifying financial pressures, cost improvements andeffective use of resources within designated area of responsibility To ensure that all staff area aware of policies, procedures and protocols and workwithin their framework at all times To appropriately manage HR related matters in conjunction with the Ward/TeamManagers and HR support taking remedial action where necessary in accordancewith policy To manage complex professional/clinical competency and capability issues andtake responsibility for the implementation of any resultant actions for theindividual or service Work with the borough Quality Governance Lead and Associate Director todevelop and implement a governance framework within designated services To lead on the recruitment, selection, induction and retention of staff within thedesignated area of responsibility Review skill mix and team profiles in line with development models of care andthe workforce strategic agenda To analyse data from Trust IT systems to inform and improve service delivery To manage and participate in the bronze / borough on call rota To be responsible for effectively escalating key issues as appropriate whilst alsoensuring effective use of the scare inpatient resources and supporting optimalpatient flowStrategic Development Integrate health / social care professionals within the defined model with singleline management in line with mental health structures The post holder will provide clinical leadership and direction for all practitioners inmaintaining clinical and non-clinical standards of care and in implementing qualityservice improvements including ensuring that Care Quality Commission (CQC)essential standards are met. Represent mental health services for Adult Acute Inpatient and Home TreatmentServices at key strategic development forums as requested or directed Contribute to the development of a range of services for adults with mental healthproblems alongside other professionals and voluntary independent sectoragenciesAFC 27/02/19 JME-126-19 Acute Service Manager Band 8a Develop effective working relationships with other local stakeholders to contributeto the development of adult acute services Ensure active representation on the borough management team, governancegroups, expand to other groups To develop the strategic development of the bed management bureau tooptimise the use of the bureau The inpatient service manager will ensure all appropriate systems and processesare adhered to via the senior bed manager (job title to be confirmed) and willsupport the development of the bed management standard operating procedureand ensure adherence to the relevant sections of the bed management protocol.Clinical Ensure compliance with all CPA requirements across the inpatient wards andhome treatment teams To be responsible for ensuring that staff are adequately trained to utilise andmanage the clinical data recording system (Paris) Promote the Mental Health Act Code of Practice and ensure compliance with theMental Health Act requirements Review practice regularly and implement any necessary changes in line withevidence based practice Take responsibility to maintain the standards of the ward environment usingPLACE, Health & Safety, and infection control standardsClinical Governance To be responsible for ensuring that service users and carers are actively involvedin the most appropriate way with individual care planning and servicedevelopment To provide leadership which enables staff within designated area of responsibilityto exercise judgement within a framework of accountability To ensure the development of a performance culture which meets best practiceand contract standards To ensure that operational, service and trust policies and procedures areunderstood, implemented, adhered to and regularly reviewed Chair and investigate Post incident reviews, team management reviewed andcomplaints as required. Support borough Quality Governance Lead ensuring that lessons learned andactions are implemented following IMRs and complaint investigations To initiate, particulate in, support and contribute to research development andaudit within designated areas of responsibility Provide effective communication within designated services regarding all areas ofgovernance Identify processes and implement them to generate a learning environmentAFC 27/02/19 JME-126-19 Acute Service Manager Band 8aService User and Carer Involvement Promote a learning philosophy that is strongly service user and carer focused Ensure that services users receive clear and accurate information on servicesprovided and how to access them Develop and maintain a strong user focus within the service and promote servicein recovery in services Proactively seek out user views of the service and develop systems to monitorservice user / carer satisfaction Identify ways of involving service users and carers in the recruitment, training,and induction of staff, service development and service evaluationPersonal and People Development To undertake performance reviews for all direct reports and ensure staff aremeeting educational and training objectives To provide professional supervision and leadership to all direct reports in line withtheir professional codes of conduct To monitor and be aware of compliance of service area towards CEST, IPDR andattendance at work, taking appropriate action where required to ensure continuedcompliance Contribute to the delivery of training To take responsibility for own continuing professional development To develop the team to operate a predicted and actual bed availability approach To manage the Bronze on call rota for specific boroughs To coordinate and manage a peer support group for the Bronze on call rota;providing leadership and support to aid learningThis job description is not exhaustive, but is intended to give an overall picture of therole.
