Summary
ICTT Head of Delivery: Lead the ICT team and line manage the Senior Programme Managers. Provide support to them and their teams to deliver against set objectives. Develop management and operational processes to govern, monitor, track and report on the activities of the Delivery function. Design, facilitate and lead ICT team meetings and regular meetings with other stakeholders including external agencies and partners. Develop communication tools which serve to engage employees and create transformation and improvement opportunities and conversation at all levels in the Trust. Support the ICTT prioritisation process for transformation and improvement opportunities that sit in the pipeline of initiatives. Work with others in ICTT and wider transformation teams in GSTT and in the wider system on pre-empting problems and misunderstanding in relation to work of the ICTT. Provide senior level transformation, change management and programme management expertise Staff Management: Provide senior leadership within the ICTT and influence transformation and programme management capability across the organisation Provide day to day leadership of the team and be a source of subject matter expertise on transformation implementation and programme management across the Trust Responsible for the line management of the ICT team, providing supervision, coaching and leadership to the posts aligned to this capability. Responsible for conducting staff annual performance appraisals and reviews Monitor compliance within the ICT team with Trust-wide staff management policies and procedures and take remedial action with accountable managers where shortfalls occur Financial Management: Ensure that programme related business plans are underpinned by detailed and robust financial plans through budget planning and negotiation of appropriate budgets and delegated areas Manages budget for own area of work and multi-stranded project workstreams to ensure best value for money, including signing off invoices, monitoring expenditure and providing budgetary setting and reports. Responsible for transformation and change projects that will be associated with financial benefits Manage reporting on budget positions and performance in line with agreed governance arrangements Actively monitor expenditure against budget and address problems at an early stage Deliver and oversee complex recharging arrangements across organisations as required to support the programme Act as authorising signatory as required on budgets and sign-offs agreed within the Directorate Lead for Transformation and Programme Management in ICTT: Work effectively and collaboratively with all levels of the organisation and system partners, acting as a subject matter expert. Lead on the development and delivery of a comprehensive business management framework for the ICTT. Including; developing a core transformation implementation methodology, programme management methodology, establishing a community of practice, developing supporting learning and development materials, designing and leading events to engage and grow the community of practice Lead the development of the transformation and programme management capability within ICTT. Build organisational transformation and programme management capability based on sharing information and learning. Act as the Transformation expert and champion to lead, manage and embed transformation methodologies across all the team, including and training/mentoring employees on transformation and programme management approaches. Lead the ICTT in ensuring regular interpretation of the benefits of ICTTs work Delivery Lead for System wide change: Take the lead or support others where the complexity and/or cross organisational impact (incl. financial) requires senior and experienced leadership to ensure delivery. Provide effective leadership to multiple, long term change programmes, sustainable service development, improvement and transformation of services. This will involve working across Trust and wider boundaries, in new and existing areas of change, complex interdependency mapping. This includes identifying and securing commitment to change, engaging and managing stakeholders in order to deliver effectively and influencing existing opinions to sustain change. Lead and work with others to understand and track complex interdependencies and delays between different parts of services or programme. Influence and direct staff allocated to work on particular programmes, ensuring they meet expected levels of performance. Provide direction and ensure that all ICT team staff have the necessary skills to be successful in their roles. Have direct contact with patient and service user representatives where appropriate to ensure Delivery initiatives are delivered with coproduction and collaboration at their core. Responsible for managing and accessing complex range of data and making informed recommendations which are focussed on outcomes that meet external and internal customers and patient needs. Design innovative and workable approaches to gathering information and data collection systems. This will include information gathering where data is difficult to get and interpret. Use data-driven presentations to challenge existing work practices and beliefs for varying audiences. Produce written documentation, including status reports, information/data/reports as required for service and clinical management up to Executive level, bids for funding and explanations of technical and complex issues. Ensure communication is appropriate for target audiences. Make recommendations and present findings at all levels within and external to the organisation. Responsible for the development of solutions that meet the specification of requirements. Contribute to the development and delivery of the Trusts strategy and policies and ensure that the ICTT supports the delivery of national NHS requirements.
