Summary

Your new company
An excellent opportunity has arisen to join the Housing Strategy and Performance function of a large, high‑performing public sector housing provider. This newly enhanced role will play a critical part in strengthening regulatory compliance, governance and service assurance across a diverse housing service.
You will lead on the development and delivery of a housing regulatory assurance and continuous improvement programme, ensuring services meet statutory and regulatory requirements and deliver safe, high‑quality outcomes for residents.
This is a visible, influential role, working closely with senior leaders, operational housing teams, residents and external partners to drive up standards, improve customer experience and embed a culture of learning and accountability.


Your new role

  • Lead the planning, coordination and delivery of housing regulatory compliance and assurance activity across the housing service.
  • Provide expert advice, challenge and support to housing teams to ensure statutory, regulatory and policy compliance.
  • Carry out service reviews and diagnostic assessments, identifying areas of risk or non‑compliance and developing clear, evidence‑based improvement plans.
  • Develop and monitor performance frameworks, KPIs and benchmarking, working collaboratively with data and performance colleagues.
  • Prepare and present formal reports, briefings and recommendations for senior leaders, elected members and other stakeholders.
  • Establish and maintain clear standards, procedures and controls, holding services to account and escalating risks appropriately.
  • Operate confidently in a fast‑paced, changeable environment, managing multiple priorities and competing demands.
  • Engage directly with residents and communities, ensuring customer feedback informs assurance and improvement activity.
  • Represent the housing service corporately, deputising for senior managers where required.
  • Maintain a strong focus on safeguarding, resident safety and risk management at all times.

What you'll need to succeed
You will bring significant experience from social housing, local government or a comparable regulated environment, with a clear understanding of how to balance regulatory compliance, service improvement and resident‑focused delivery.
You will have:

  • Strong knowledge of housing regulation and legislation, including consumer standards and the wider housing, homelessness and landlord agenda.
  • Demonstrable experience of service review, improvement planning and performance management, using structured project or programme methodologies.
  • Proven ability to prepare and implement policies, procedures, reports and presentations for a wide range of audiences.
  • Excellent investigative, analytical and problem‑solving skills, with a collaborative and solutions‑focused approach.
  • Experience managing budgets, resources and competing priorities with diligence and commercial awareness.
  • Confidence engaging with residents, operational teams, senior leaders and elected members.
  • A strong public service ethos and commitment to improving outcomes for residents.

Desirable

  • Experience supporting or preparing for regulatory inspection and assurance regimes.
  • Professional qualification in housing or a related discipline, or working towards one.
