Summary
Work in partnership with stakeholders to identify opportunities and requirements to produce and deliver the Trust CIP targets and Contracting and Procurement Workplan. Provide direct management and support to deliver complex/high value and also low value procurement exercises in line with legislation, commercial and contract law, environmental and sustainability requirements as well as Trust SFIs and governance mechanisms: to ensure the production of complete, accurate and relevant procurement documentation for all goods and services, which incorporate lifetime costing methodologies, appropriate evaluation criteria, and bidder evaluation questions. producing regulatory compliant advertisements, tender and contract documentation. supporting the development of relevant commercial strategies and appraisals including advice on service re-design and cost efficiency approaches, working in partnership to provide future proofed and innovative procurement solutions and demonstrating best value for money. managing and supporting at tender adjudication meetings, acting as chairperson or mediator, to ensure a satisfactory and compliant outcome is achieved. attend Trust sites as required to engage at all levels within the organisation, to ensure the requirements of the Service Level Agreement are met. Work to continuously improve the quality of service provided and raise the profile of the Procurement and Contracting Team. Provide advice to staff on contractual and commercial matters and specification development, as well as training and guidance for stakeholders and potential bidders. This advice and expertise can be in highly complex areas and involve detailed and up-to-date knowledge of areas such as UK Government public procurement legislation and case law. Work closely with all stakeholders to ensure they produce complete, accurate and relevant specifications, evaluation models and associated documents. Identify and manage risk throughout the procurement process. Deliver commercial/contractual advice and guidance to Clients for all goods and services based on research of the relevant markets and where appropriate, robust market engagement. Contributes to the achievement of cost and quality improvements in a challenging environment, through effective procurement and where appropriate, innovative methods of evaluating tenders. Provide advice and expertise in all aspects of procurement activity to stakeholder organisations including providers and potential providers. Work with colleagues to share good practice, ensure templates and governance reflect latest thinking and ensure that corporate objectives are achieved. Support the management of purchasing policies and procedures to ensure they are in line with changes in procurement legislation, Financial Policy and governance arrangements. This also incorporates the implementation of best practice and innovative procurement techniques.
