Summary

We are seeking an experienced and proactive Talent Acquisition Lead to drive high‑quality recruitment across the organisation and strengthen our approach to workforce planning and capability building. This role sits at the intersection of talent acquisition, change operations, and governance, providing critical support to the Operations Director on key organisational initiatives, policy development, and project reporting.


You will play a pivotal role in shaping recruitment strategies within a central government environment, ensuring compliance with Civil Service policies and supporting transformation programmes that enhance organisational effectiveness.


Key ResponsibilitiesTalent Acquisition & Workforce Planning

  • Lead full‑cycle recruitment for roles across the organisation, ensuring alignment with Civil Service recruitment principles and departmental workforce plans.
  • Partner with hiring managers to shape role specifications, selection methods, and assessment criteria.
  • Manage end‑to‑end campaign delivery, including job adverts, sifting, shortlisting, interview panels, and onboarding.
  • Proactively build and maintain talent pipelines for hard‑to‑fill and specialist roles.

Change Management & Organisational Support

  • Support the Operations Director in planning and delivering change initiatives across the directorate.
  • Facilitate stakeholder engagement, communication plans, and change readiness assessments.
  • Identify risks and interdependencies impacting organisational change programmes.
  • Provide structured documentation, tracking, and reporting on change‑related activities.

Governance, Policy & Compliance

  • Support the development, review, and continuous improvement of governance frameworks and operational policies.
  • Ensure recruitment and workforce processes adhere to Civil Service HR policies, data protection requirements, and audit standards.
  • Maintain accurate documentation for internal and external governance reviews.
  • Assist in quality assurance activities and contribute to audit responses as required.

Project Management & Reporting

  • Prepare high‑quality project updates, dashboards, briefing packs, and reports for senior leadership.
  • Coordinate project documentation, ensuring milestones, risks, and outputs are clearly tracked and communicated.
  • Provide administrative and operational support for cross‑departmental programmes and initiatives.
  • Liaise with PMO teams, policy leads, and operational colleagues to ensure project alignment and timely delivery.
