Summary

Strategy & Appraisals Team - Neighbourhoods and Housing
An opportunity has arisen in Hull City Council's Strategy & Appraisals Team for a Housing Strategy Programme Officer/Manager/Lead (career-graded). This is a high-trust, varied role sitting in the middle of the Council's housing agenda - part strategic thinking, part practical co-ordination, part project management.
You'll help keep Hull's housing priorities joined up across the service and with partners, stay on top of what's changing nationally, and turn that into clear plans, activity and progress reporting.
This is a career graded post (Grade 8-10). We will appoint at the Grade that matches your experience and capability, with progression to higher grades (if applicable) available where you can demonstrate the required impact, responsibility and competence.
What you'll be working on
This role is extremely varied and the focus will shift depending on what's happening locally and nationally, but typical work includes:

Co-ordinating delivery of Hull's Housing Strategy and action plan - turning actions into practical work plans, keeping momentum, leading on projects, tracking progress and producing clear updates/KPIs.
Driving key live priorities - for example supporting implementation and delivery of the new Empty Homes Plan, and helping develop and then move forward the Later Living Strategy work.
Helping strengthen relationships with Registered Providers, improving how we join up around affordable supply, nominations and delivery.
Working with Planning colleagues on the evidence base and the practical interface between housing need, policy and delivery (so we don't operate in silos).
Keeping a watching brief on national housing, planning, and funding changes, and turning that into clear implications, briefings and next steps for Hull.
Supporting bids, shaping delivery plans, and helping with programme monitoring/assurance so we can move quickly on opportunities.
You'll also have scope to help tackle other known gaps as priorities evolve - for example building capacity around community-led housing.

What we're looking for
You'll be someone who can operate comfortably in a complex environment - able to keep the bigger picture in view, build credibility with partners, and translate priorities into delivery. Depending on the grade, we're looking for:

Experience of co-ordinating or leading programmes and workstreams, turning strategic priorities into practical delivery plans and outcomes.
Strong written and verbal communication - able to produce clear briefings, reports and recommendations and present them confidently to different audiences
Proven ability to influence and build relationships across partners and internal teams, including working effectively with senior colleagues and stakeholders
Strong analytical skills - able to interpret data/evidence, spot implications, and turn this into clear actions/options/decisions
Good awareness of the strategic housing and planning agenda, with the ability to keep on top of national change and translate this into local implications and next steps
