Summary

Job Purpose: The Business Development Manager will play a key role in developing and delivering the Trusts transformation and improvement agenda in alignment with organisational strategic priorities. The role provides strategic and business expertise to the trust as we enter a period of significant transformational change in the way that we organise and deliver our services in line with national and local NHS strategy. The Business Development Manager will ensure that the Trust is in the best possible position to take advantage of business change and development opportunities that present themselves from both within and outside the organisation. The post holder will ensure that benefits to patients and the Trust are maximised. It will also lead the development and implementation of a coordinated and consistent approach to trust business cases. The post holder will be expected to work closely with key stakeholders and play an influential role with respect to: -Providing expertise and lead on the development, quality assurance and submission of HM Treasury five case model business cases, ensuring that these align with the Trusts strategic priorities and that investment decisions are sound. -Ensuring that there is a pipeline of pre-prepared capital business cases in HM Treasury Five Case Model format for submission externally, and that these are aligned to organisational strategy so that the Trust is placed to maximise funding opportunities. -Being the single point of contact on all aspects of business case development, providing cross-organisational advice, support and training. -Leading the trusts internal business case process, having oversight of all the Trusts business cases, including those which have been implemented, recently approved or in development. -Ensuring robust governance processes are in place for all internal and external business cases. -Leading on arrangements for post implementation review of all business cases, including whether financial and non-financial benefits have been realised. -Ensuring that the Trust is maximising the identification, quantification, monetisation, realisation and reporting of benefits from a variety of sources. -- Development of partnership working within the local health and care economy which leads to identification and delivery of cross-organisational business cases. Key Duties: Business Cases -Lead on the development and quality assurance of a diverse range of complex business cases using the HM Treasury Five Case Model and best practice approaches, acting as the trusts expert advisor on development of all aspects of such cases. -Ensure business cases are an integral part of Trust-wide strategic planning and aid the prioritisation of future service developments aligned with Trust, ICS and national objectives. -Lead on the ongoing development and implementation of the Trusts internal business case standard operating policy, and associated processes, documentation and practices. This includes leading the end-to-end business case processes. -Maintain a comprehensive and up to date register of all recent, current and pipeline business cases and provide reports for executive governance purposes. Ensure that these reports contribute to evidence-based future investment/disinvestment decisions. -Be responsible for ensuring that there is a clear process for identifying, prioritising and initiating new business case ideas. -Lead the management, development and delivery of concurrent business case and project post-implementation reviews, working closely with clinical, operational and corporate teams to ensure these achieved their aims and objectives and that learning from implementation is captured, disseminated and embedded across the organisation. -Lead on and participate in internal and external audit related to business case and related activity, ensuring compliance with audit expectations, and manage the implementation and tracking of any resulting recommendations. -Ensure all business case processes support timely and consistent data sharing across programmes and teams to enable robust options appraisal and to minimise duplication. -Provide project management support for all business case related activity. -Drive continuous process improvement, including identifying inefficiencies, duplication or gaps, and propose targeted improvements to enhance our approach and processes. -Coordinate multi-disciplinary input across divisions to ensure high-quality, timely submissions, reflecting current innovations and best practice. -Ensure all business case developments are quality and equality impact assessed in line with trust policy. Benefits and change management -Lead work with stakeholders to identify, quantify (and where relevant monetise) financial and non-financial benefits for all business cases, advising stakeholders (including executives) whether the anticipated benefits justify investment. -Work collaboratively within and beyond the directorate to ensure that benefits associated with the trusts transformation projects, improvement initiatives, CPIP and business cases are robust, including identifying any interdependencies, unintended consequences and disbenefits of individual initiatives. -Ensure that all benefits have SMART key performance indicators so that they are defined clearly, baselined and have a target, provide specialist advice across the Trust, put appropriate documentation is in place to enable this. -Maintain a comprehensive and up to date benefits register on behalf of the organisation and provide reports of outcomes and benefits for governance purposes, including to Finance and Performance Executive, Financial Recovery Board, and Trust Board. Ensure that these reports contribute to evidence-based future investment/disinvestment decisions. -Develop and embed a structured monitoring process to track the realisation of benefits across all areas of the Trusts work, ensuring that realisation is in line with trajectories and targets, and improvements are captured, monetised, reported and escalated if out of tolerance. -Plan, organise, and facilitate workshops and meetings to support identification and definition of business benefits involving a range of stakeholders from across and beyond the organisation, including patients. -Support members of the Programme and Improvement Team to plan, set up and deliver their projects and programmes with effective identification and realisation of benefits from the outset. -Ensure that benefit opportunities are maximised from the Programme and Improvement Teams work where there are opportunities for process improvement, enhanced efficiency and productivity, and reduced waste. -Facilitate the identification and introduction of new business practices. Leadership -Act as the lead for embedding best practice business case and benefits methodologies. -As the main point of contact for business cases and benefits, establish and maintain close working relationships with all clinical and non-clinical stakeholders across clinical and corporate divisions, external stakeholders (e.g. ICS organisations, NHSE) and third party suppliers. -Ensure that stakeholders engaged in all aspects of work relating to this role have their roles and responsibilities clearly defined and understood, ensuring that they are informed and empowered to deliver successful business cases and benefits realisation. -Constantly seek to drive up the quality, efficiency and effectiveness of the service provided from within the Strategy, Improvement and Planning Directorate and across the Trust. -Identify and manage risks, issues and interdependencies associated with work within the remit of the role, developing and recommending effective strategies for addressing these to maximise impact and benefits. -Provide advice to executives, divisions and senior clinical and operational colleagues on topics within the remit of this role, ensuring that complex information is explained in an understandable way. -Support the development of a business culture across and beyond the trust which empowers staff to implement and deliver transformation, improvement and maximise benefits. Resource Management -Leadership and day to day management of staff involved in the areas within the remit of this post. -Ensure appropriate governance arrangements for business cases and benefits are in place and that they are reviewed regularly to ensure they remain fit for purpose and that progress is reported and evaluated -Ensure that a series of bespoke training programmes on business cases and benefits are developed and delivered for a range of audiences, including the Programme and Improvement Team, clinical and non-clinical divisions, and business case authors. -Ensure that colleagues working on business cases are coached and mentored throughout the lifecycle of their case. -Develop standard work and relevant policies and procedures within the remit of the role -Have contractual management responsibility for third party suppliers who may be involved in supporting business case development. -Manage budgets allocated and provide advice on economic and financial elements of business cases and monetisable benefits, liaising with colleagues from Finance as required. -Research and identify new business opportunities and innovative practice in the areas within the remit of the post. Communication and stakeholder engagement -Work collaboratively with those leading on business case development in the local health and care system, the Foundation Group and beyond with a view to developing aligned approaches where possible and ensuring best practice is identified and shared. - Positively engage and communicate with clinicians and patients to facilitate their involvement and contribution to business cases and benefits lifecycles. - Undertake presentations to staff groups and stakeholders at all levels of the organisation and beyond, including potentially contentious information
