We are seeking a highly experienced and security-cleared professional to join our Communications Security (ComSec) team as a Higher CSO. This role is critical in ensuring the integrity and protection of secure areas, cryptographic materials, and sensitive equipment across multiple HMRC locations.
Job description
Step into a pivotal role where you’ll safeguard HMRC’s most sensitive environments and lead critical security operations. You’ll own secure areas and equipment across multiple sites, ensuring compliance through regular checks, audits, and incident management. Beyond physical security, you’ll play a key part in cryptographic support, working alongside the Crypto Custodian to maintain ComSec assurance and protect vital information.
This is a leadership role with real impact. You’ll manage a team, represent HMRC at cross-government forums, and build strong relationships with internal stakeholders and other government departments. From controlling access to restricted areas to supporting STRAP and cryptographic operations, your work will underpin national security standards.

Person specification
Secure Area & Equipment Management
Take full responsibility for designated secure areas and associated equipment.
Conduct and document weekly/monthly checks.
Submit quarterly equipment audits.
Respond to and manage on-site security incidents.
Maintain comprehensive site security documentation.
Control access to network equipment rooms and other restricted areas across multiple sites.
Deputise for mandatory Rosa roles such as CIM, PAM, or PSO.
Attend RSO meetings and foster strong relationships with Other Government Departments (OGDs) using HMRC facilities.
Applicants without extensive experience in this area should demonstrate sufficient knowledge to confidently explain the service and its access processes.
Cryptographic Support
Assist the primary Crypto Custodian and end-users in coordinating the application of cryptographic material across the organisation.
Support ComSec assurance activities across core and satellite locations.
Applicants without direct experience must show a clear understanding of cryptographic services and access procedures.
Team Leadership & Stakeholder Engagement
Provide line management and leadership within the team.
Represent HMRC at cross-government forums in your area of expertise.
Manage operations across multiple locations.
Support junior colleagues with local issues and ensure compliance with secure location protocols.
Act as a key liaison between ComSec and internal stakeholders including Estates, Facilities, and Security teams.
Essential Criteria:
Proven background in security operations.
Demonstrated experience in line management.
Awareness of HMG security systems used in Secure Enclaves.
Desirable Criteria:
Experience in project work to support service development.
Experience deputising for mandatory Rosa roles (CIM, PAM, PSO).
Understanding of Rosa operations.
Additional Security Information
Hold DV security clearance at the time of application, or holding SC at the time of application and be willing to apply for DV upon appointment.
