Summary
Ensure CLA have their physical and emotional health and wellbeing assessed, addressed and monitored To provide professional leadership and expert advice on CLA and CLs to health and social care professionals. To ensure the CLA health service works to improve health outcomes, reduce health inequalities and safeguard CLA and young people through the provision of an evidenced based and needs led service. To ensure every aspect of the user experience is delivered in a safe, efficient and evidence based manner. Provide a co-ordinated resolution to the health and wellbeing challenges Recognise indicators of child and adult abuse and initiate Safeguarding measures in accordance with recognised policies, and procedures, and relevant Local Safeguarding Children Board, Safeguarding Adults Boards and attend meetings as appropriate. To communicate highly confidential, highly complex and in some circumstances highly contentious information to multidisciplinary colleagues and carers. Collect, collate and disseminate health data for CLA as appropriate, producing times function specific reports as required using prolonged concentration and appropriate software packages when required. 3.2 Professional Duties Provide clear, visible leadership, strategic vision and professional clinical expertise, promoting an ethos of best practice Provide regular feedback and data on the progress/activity of the service. The post holder will provide narrative against reported breaches of KPIs for the provider organisation and CCG commissioners. To identify and manage any risk that could impact on the delivery of services ensuring that consistent high quality standards are met. Demonstrates an understanding of appropriate and effective training strategies to meet the competency development needs of different staff groups Promote effective consultation with other healthcare and social care professionals including participation in multi-disciplinary discussions/meetings. Demonstrates an understanding and experience of developing evidence-based clinical guidance Identify, design and deliver training and supervision for multiagency professionals and carers. Demonstrate critical insight of personal limitations and an ability to participate in peer review Maintain robust systems to investigate and report client, user or carers concerns or complaints and ensure effective learning is an outcome for staff and families. Work autonomously with significant discretion to within the boundaries of the role as here described. 3.3 Managerial Duties Take responsibility of staff that assess, plan and contribute to the implementation of health action plans for vulnerable children, ensuring that all staff are engaged Provide day to day line management of the CLA team, providing leadership and objective setting and that appraisals are in place for each staff member, whilst dealing effectively with staff related issues Monitor and highlight area of risk for discussion at meetings and bring to the attention of senior managers and commissioners. Manage the development, management and monitoring of contracts or service level agreements, reporting against set KPIs and targets. Working closely with social care managers and teams to ensure effective communication. Participates in audit, and in the design and evaluation of service provision, including analysis of findings, the development of action plans and strategies to address any issues raised by audit and serious case reviews/internal management reviews/significant case reviews/other locally determined reviews related to looked after children 3.4 Financial Duties Manage the service within a financial budget ensuring that there is efficient use made of available resources. Identify and act upon any trends/risks or shortfalls relating to these budgets, seeking the involvement of the Service Manager where appropriate. To support delivery of financial plans to deliver clinical services with particular focus on cost/value for money and delivery of agreed financial savings. 3.5 Managing Self Ensure participation in clinical supervision and the PDP process, establishing a personal development plan in line with Post Registration and Education and Practice, and to meet NMC requirements for revalidation. Engage in the organisation appraisal process ensuring own development plan is in place Attend all mandatory training. Comply with all Trust policies, procedures and protocols. Carry out duties with due regard to the Trusts Equal Opportunity Policy. Seek advice and support from Line Manager whenever necessary. Maintain professional conduct including appearance at all times. Ensure maintenance of Professional Registration. Frequent and prolonged periods of concentration are required for up to 3 hours at a time.
