Summary

Development Surveyor (Part-Time) - London Focus

Role: Development Surveyor (Freelance / Part-Time) required for a medium sized construction company / developer.

They generally deliver new build and refurb projects of residential and commerical property.

Location: London-based (Hybrid/Remote with frequent site visits)

Commitment: Part time role, will be 1-3 days per week (Flexible)

Rate: Competitive Daily Rate of £350-450 per day depending on experience

About the Role

We are seeking an experienced and motivated Development Surveyor to join our team on a part-time basis. This role is primarily focused on the Greater London area, identifying new opportunities and managing the development lifecycle of existing projects.

Whether you are a portfolio professional or an experienced surveyor looking for more flexibility, this role offers the chance to lead site-finding efforts in some of London's most dynamic regeneration zones.

Key Responsibilities

1. Site Identification & Acquisition

  • Proactively source and identify new land and redevelopment opportunities (off-market and on-market) across London.

  • Conduct initial site "desktop" screenings to assess physical constraints, access, and suitability.

  • Lead negotiations with landowners, agents, and public bodies to secure sites under favorable terms.

2. Financial Appraisal & Viability

  • Create and maintain detailed development appraisals (Residual Valuations) to test site viability.

  • Monitor market trends, build costs, and GDV (Gross Development Value) shifts within specific London boroughs.

  • Prepare investment papers and feasibility reports for stakeholders to support acquisition "buy" decisions.

3. Planning & Strategy

  • Liaise with planning consultants and local authorities to assess the likelihood of obtaining planning consent.

  • Monitor the "London Plan" and individual Borough Local Plans to identify shifts in land-use policy (e.g., changes in affordable housing requirements or CIL rates).

  • Assist in the appointment and management of external design and technical teams.

4. General Project Management & Due Diligence

  • Manage the due diligence process during acquisition, including legal, environmental, and technical surveys.

  • Maintain a database of active and "pipeline" opportunities.

  • Provide regular progress updates on site assembly and planning milestones.

Candidate Requirements
  • Professional Status: MRICS (Planning & Development or Commercial pathway) is highly desirable but not mandatory if significant experience is shown.

  • London Expertise: A strong understanding of the London property market and local planning nuances.

  • Technical Skills: Proficiency in appraisal software (e.g., Argus Developer, Excel, or KEL).

  • Mindset: A self-starter who can work independently and has the "tenacity" to uncover hidden opportunities.
