We are seeking a highly motivated Practice Monitoring Officer on a Fixed Term basis for 12 Months. This is an exciting opportunity to work alongside the existing Monitoring Officers within the Practice Management Team which forms part of Neighbourhoods and Housing within Hull City Council.
Embracing the Council’s values, the postholder will be passionate about supporting and working collaboratively with all services across Neighbourhoods and Housing to:

Monitor, support and improve cross tenure housing practice, performance and service delivery – to raise standards, embed best practice, and improve the quality of service to customers.
Help deliver solutions to the challenges, problems and opportunities faced by the Neighbourhoods and Housing Service, such as improved ways of working, doing things differently and application of technology – solutions which might include project-based work, the production and maintenance of policies and procedures, guidance material and delivery of training materials.
Research sources of best practice and service sector knowledge such as central Government, other Local Authorities and Housing Associations to ensure the Neighbourhoods and Housing Service retains and develops its position with regard best practice, compliance, and innovation.

The role will also have responsibility for analysing statistical information and other material producing qualitative reports to the Senior Management Team and other governing entities such as; Director, Corporate Strategy Team, Service Improvement Board and Scrutiny panels capturing ‘high risk’ activities across the portfolio, including those delivered by third party contractors, to ensure the council are; keeping safe, delivering the outcomes of the consumer standards introduced by the Regulator of Social Housing, implementing controls/mitigation plans where necessary, and enabling sound decision making.
The ideal candidate will have:

Demonstrable knowledge of Housing Legislation, the Consumer Standards and the ability to interpret/adapt this into housing policy and procedure.
A knowledge and commitment to safeguarding and an ability to apply this to housing related processes.
Strong analytical skills with the ability to process complex information and develop this into qualitative, structured and concise reports for a variety of audiences.
Experience of delivering guidance, advice and support in a professional capacity.
A proven track record of establishing professional and effective working relationships with key stakeholders to achieve joint objectives and implement service improvements.
Good organisational skills with the ability to manage own time, prioritising workload and managing conflicting deadlines
Experience of using a broad range of IT systems and packages, and an understanding of how technology can be used to provide business benefits
