Summary
A Vacancy at NHS Lancashire and South Cumbria Integrated Care Board.
Lancashire and South Cumbria Integrated Care Board (ICB) are seeking to recruit an Emergency Preparedness, Resilience and Response Manager.
This role will be pivotal to ensuring that the ICB continues to provide effective planning, response and resilience arrangements for incidents and emergencies.
The post holder will work corporately as a subject matter expert to ensure that the ICB is compliant with its duties as a
Category 1 Responder under the Civil Contingencies Act (2004), whilst adhering to the current NHS England Emergency Preparedness,
Resilience and Response Framework and assuring against the current NHS England Core Standards for Emergency Preparedness Resilience
and Response, the post holder will have the opportunity to drive and improve response through the ICB.
The post holder will additionally be available to support the ICB in response to a Major Incident or Significant Incident where specialist advice is required. This will enable the post holder to apply previous knowledge and experience as detailed below.

Knowledge and Experience
• Detailed knowledge of the emergency planning/business continuity statutory and regulatory framework within the UK (i.e., Civil
Contingencies Act 2004)
• Knowledge and understanding of project management arrangements and how to apply them in practice
• Knowledge and management of risk management arrangements and the application of such arrangements
• Knowledge of the organisational and management structures of the NHS
• Knowledge of the emergency planning/business continuity guidance for the NHS
• Knowledge and understanding of COMAH (Control of Major Accident Hazard) and REPPIR (Radiation Emergency Preparedness and
Public Information Regulations) emergency planning arrangements
• Demonstrable and significant experience of working at senior management level within the NHS or category 1 responder emergency
service
• Demonstrable working experience of emergency planning/business continuity planning particularly during periods of change.
• Experience in responding (including advising and managing) to emergency and business continuity incidents
• Significant experience in delivering, developing and assessment of training as well as the ability to ensure the training remains current
in line with changing legislation.
•People management experience including appraisals and personal and professional development
Qualifications
• Master’s degree qualification (or equivalent experience) in emergency planning and business continuity
• Diploma in Health Emergency Planning (Dip HEP)
• Current and in date training qualification
