Summary

Main Duties and Responsibilities Develop and manage the transition programme for the merger into the new organisation from 1 April 2026.Implement and manage appropriate governance for the programme, including Programme Board, project and workstream groups. Lead projects and programmes as required or as delegated by the Director of Strategy and Transformation.Be the day-to-day lead on behalf of the Executive Lead for the successful delivery of the programmes, outcomes/benefits Plan and design the transition and other programmes and projects. Proactively monitoring their overall progress, resolving issues and initiating corrective action as appropriate. Define and deliver the programmes governance framework including the development of work plans and risk and issues registers and logs. Effective coordination of the projects and their interdependencies, with the programmes and with other projects.Manage and resolve any risks and issues that may arise. Maintain the overall integrity and coherence of the programmes. Develop and main the work stream environment to support each project and programme. Manage the programme budget, monitoring expenditure and costs against the benefits and ensure that these are realised as the programme develops. Facilitate the appointment of individuals to the project delivery teams. Ensure the delivery of each programme meets the workstream requirements and is appropriate quality, on time and within budget. Along with the Assistant Director Portfolio Management Office and Delivery Team, ensure maximum efficiency in the allocation of resources and skills within the projects portfolio. Manage third party contributions to the programme. Initiate extra activities and other management interventions wherever gaps in the programme are identified and issues arise. Report progress through committees and groups defined in the governance framework. Communication To represent the organisation at appropriate forums local, national and regional; in order to develop a network of contacts and knowledge to support the design of services, strategies and to promote the organisation in the local economies. This will include relationships with the Integrated Care Boards, local authorities, service commissioners, internal and external stakeholders, other NHS bodies, deputise for the Director when required. To communicate complex information to staff including information that will not be received positively, for example, service closures, resulting in job losses or changes. This will require effective interpersonal skills and the development of effective relationships with a variety of internal and external stakeholders. The post holder will be required to provide reports and papers to Executive and Board committees, presenting them as required. Budgetary Responsibility Authorised signatory for service and programme budgets. Budget manager for programmes and team. People Management Responsible for day-to-day management of transition team and leadership of transition project teams. Responsibility as line manager for Transition Team ensuring appraisal and development; and compliance with training and other requirements. Lead and support the development of programme management principles within the team, across the wider leadership team and across the Trust. Maintaining own professional development and requirement to take part in appraisal and KSF process Clinical and Practice Governance. Observe and maintain strict confidentiality with regards to any patient/family/staff/records and information in line with the requirements of the Data Protection Act Any data that is taken/shared as part of a phone call or transported, faxed, or transferred electronically must be undertaken with regard to the Trust Information Governance and Information Security policies. The post holder must adhere to the Trust risk assessment and risk management processes The post holder must adhere to infection control policies and procedures Undertake mandatory training and any other training relevant to the role as required by Cambridgeshire Community Services NHS Trust. The post holder must participate in clinical and safeguarding audits as required The post holder is required to participate in relevant emergency preparedness process for their team.
