Summary

Clinical Leadership To provide clinical leadership across the Division, working in partnership with the DivisionalOperational Director and Senior Clinical Leads to deliver high quality, cost-effective and responsiveservices. Oversee the job planning process within the Division, ensuring all medical colleagues have up todate job plans aligned with service delivery needs and the Trusts strategic objectives. To provide clinical leadership in building a culture of continuous improvement of services asdemonstrated by quality improvement, clinical audit and other forms of benchmarking. Proactivelyensure that the learning from serious incidents, near misses and complaints is acted upon andcommunicated effectively throughout the Division and wider Trust. To provide clinical leadership in building and embedding a Just and Learning Culture within theDivision including openness and responsibilities under Duty of Candour. To appoint and provide clinical leadership and development to Clinical and Specialty Leads withinthe Division. To provide clinical leadership and perspectives on service change programmes that deliver costimprovement, as well as improvements in quality and patient care. To work with the Divisional Operational Director, and Senior Clinical Leads in the Division to ensurehigh quality clinical standards are met, respecting national guidance wherever possible, whilstbeing responsible for the sustainability of the service within the financial budget. With the Director of Medical Education and Clinical Leads, ensure the provision of high-quality andeffective training and supervision to medical and other clinical learners. To work clinically in line with professional qualifications and speciality in a clinical service withinthe Division. The post-holder will be required to maintain their CPD and GMC registration. To be accountable for the delivery of key strategic workstreams as directed by the ChiefOperating Officer and/or Medical Director.Where appropriate, to be the Trusts strategic lead for specific clinical work programmes,attending internal and/or external meetings and networks as required, representing the Trustwith local stakeholders, commissioners and other providers. To deputise for the Medical Director as required. To ensure the establishment and maintenance of effective working relationships andcommunication, leading on creating and embedding professional standards across the Divisionand wider Trust. Strategy and Planning Work closely with the Divisional Operational Director, Divisional Leadership Teams and Care UnitLeadership Teams to support strategic thinking, being able to convert concepts into plans andcommunicate these effectively to a wider audience. Play a lead role in the development and implementation of Clinical Services strategies and plansacross the Division, in addition to supporting Care Unit Teams that have services that have beenidentified as fragile or challenged. Operational and Clinical Management As part of the Divisional Leadership Team, support the development of operational planning anddelivery of the full range of Divisional services, contributing to service redesign and new ways ofworking which result in improvement in performance and patient experience of the service. As part of the Divisional Leadership Team ensure that the Division meets all national, local andTrust standards including the setting of improvement trajectories to deliver a higher level ofachievement. Ensure capacity plans within the Division are developed and are sufficient to meet the demandsplaced on the service and are organised and delivered in a way that maximises performance andare based on sound local data and national evidence. Where necessary, lead and/or support discussions with commissioners and other providers andcontribute to strategic commissioning decisions through participation in regional and localnetworks. Budgetary and Financial Management Support the Divisional Operational Director in ensuring the Division is financially viable andsustainable through effective budgetary management and adherence to the Trusts StandingFinancial Instructions (SFIs) and schemes of delegation. Contribute to the development, monitoring, and delivery of cost efficiency savings across theDivision, paying particular attention to the use of temporary staff. Provide clinical leadership and support to the Divisional Operational Director in managing thefinancial position in the Division, whilst ensuring that appropriate clinical standards are maintainedin delivering services within the established financial limits. Human Resources and Workforce Development Lead and engage medical colleagues across the Division to ensure that there is a clear vision that istranslated into high quality and safe care and exceptional performance. Directly line-manage all accountable staff in accordance with the Trusts HR policies andprocedures. This includes managing recruitment and selection, providing effective leadership andensuring appropriate arrangements are in place to set objectives, monitor performance and agreeand review individual development needs. Support the Medical Director in ensuring there is a robust medical workforce plan in place,identifying short and long term plans for workforce requirements and supporting recruitment andretention of highly skilled doctors and other clinical colleagues. Ensure systems are in place in the Division to meet the requirements of medical revalidation andto ensure job plan reviews are effectively undertaken and are aligned to the needs of the service,supporting a culture of engagement, motivation and competency among the medical workforce. Play a lead role in the development of clinical leadership within the Division and wider Trust, beingresponsible for your own personal and professional development and to actively contribute to thedevelopment of colleagues. Ensure a culture where colleagues feel they belong, actively advocating for equity, diversity,inclusion and belonging to ensure everyones voice is heard. Risk Management, Clinical Effectiveness and Quality In partnership with the Divisional Operational Director, and Senior Clinical Leads in the Division tosupport the development, implementation and management of effective governance processesand systems within the Division across all professional groups. Actively promote evidence-based practice and ensure that all services are delivered in accordancewith NICE Guidelines or best practice guidance. Ensure that relevant clinical risk and outcomemeasures are developed/used and analysed for improving quality of direct care and for serviceplanning. Ensure service audit and evaluation takes place across the care group and that clinicalcolleagues are routinely involved. Contribute to ensuring that colleagues maintain clinical recordssafely and to a high standard. General Complete ad-hoc tasks and projects at the request of the Divisional Operational Director, ChiefOperating Officer or Medical Director. The post holder has a general duty of care for their own health, safety and wellbeing and that ofwork colleagues, visitors and patients within the hospital, in the addition to the specific riskmanagement of clinical governance accountabilities associated with the post.
