Summary
Main Duties and Responsibilities1. The Security Patrol Officer will proceed immediately to attend calls forassistance involving: Those in fear of violence Scenes of actual or suspected crime where personal injury is involved;and Crime in progress2. All other calls for assistance will be dealt with in order of priority. Ifsuch enquiries cannot be addressed within one hour, the SecurityPatrol Officer will give an explanation for the delay to a caller.3. To respond to calls from ward staff to deal with Patients, Visitors whoare being violent, abusive or disruptive, assess the situation and takethe appropriate action to resolve the situation taking all relevant factorsinto consideration.4. To occasionally assist Medical and Nursing staff in the use of,moderate safe holding of patients using the minimum force followingthe successful completion of the 2 day Older people course for SafeHolding V&A5. To provide an escort service to members of staff moving around thehospital after dark.6. To provide an escort service for the movement of cash and valuables.7. Ensure that the Policies and procedures of the Health Board and anyother partners, which affect the security of their property and safety ofemployees and patients, are carried out.8. Locate any interference to perimeter/ground floor protection as soon aspossible and report.9. Provide a support service to staff who have been the victims of crime,keeping them informed of any developments in the investigation byPolice or security service.10.Provide advice to patients and clients.11.Complete time sheets or similar work records/responsible for storage ofdata, security of CCTV data.12.Log all incidents of crime. All crimes reported to, or discovered by, theSecurity Service will be investigated by the Security Managementteam/or the police depending upon the circumstances.13.When an arrestable offence, in particular theft, criminal damage orserious assault has taken place or is taking place on Health Boardpremises, the Security Patrol Officer will detain any person: Who is committing or, with reasonable cause, is suspected to be in theact of committing such an offence; or Who, with reasonable cause, is suspected of having committed suchan offence, if one has actually been committed?14.Initially investigate the surrounding circumstances to any suspectpackages, which are discovered abandoned or placed within thecomplex.15.Respond to intruder alarms, inspect for signs of break-in, search forsuspects, and liaise with the control room and police.16.Assist in all emergencies outside normal working hours, unless relievedby a senior manager or the night nurse practitioner. Question and establish the bona fides of persons found unescorted innon-public areas who are not displaying valid identity badges. Prevent unauthorised persons gaining access to the premises. If theydo, bring about eviction from site as quickly and unobtrusively aspossible.17.Surveillance will be maintained, by CCTV cameras, of the perimeter ofthe site and other public and strategic areas to prevent and detectcrime. This facility will be used in conjunction with routine and strategicpatrols.18.Check the external doors and ground floor windows of premises out ofworking hours to ensure they are secure.19.To respond immediately to all fire calls, taking action in line with theHealth Board fire policy, to minimise risk to life and assets.20.Protect buildings, along with their contents, from fire damage bypatrolling, exercising vigilance, raising the fire alarm, fighting fire andreporting fire hazards to the Fire and Safety Officer and Head ofDepartment concerned.21.Ensure that fire-fighting equipment is in place and not obstructed. Anyobviously unserviceable equipment should be reported to the Fire andSafety Officer for repair or replacement.22.Report any obstruction of corridors or fire escapes to the person incharge at the location concerned and in writing to the Fire and SafetyOfficer.23.During Major incidents the Security Patrol Officer/control RoomOperative will, where appropriate, restrict access to the site; regulatethe movement of traffic and pedestrians; liaise with the police, firebrigade and other emergency services; assist in the search of buildingsand any other matter involving the preservation of life and prevention ofdanger.24.Receive reports of lost property and accept found personal property forsafekeeping. Assist in the maintaining of the register of lost and foundproperty. Take active steps to trace the owners and restore theirproperty.25.Strive to reduce any fear of crime that may be held by staff and to thisend all Security Patrol Officers will individually visit every patienttreatment area, making their presence known to staff.26.Exercise constant vigilance to detect any potential hazard likely toendanger patients, visitors or staff; deal appropriately with suchhazards by diverting people from the location; report the incident towhichever departments and / or Emergency Service is responsible fordealing with the problem, and make sure that the area remainsprotected until they arrive and remove the hazard.27.Routinely pay attention to all water, gas and electrical installations incommunal areas to detect breakdowns and wastage. Report anyincident requiring immediate action in the interest of safety, security oreconomy.28.Be alert at all times to any spillages, discarded rubbish, generalcleanliness issues, broken glass, graffiti, or any other matter that mayimpact upon the image and state of the hospitals and grounds as seenby staff and general public. Such matters to be reported to theappropriate manager able to rectify the situation.29.When on duty in the central control room, support the security patrolofficers responding to any incident using the CCTV and radio system.Monitor critical, intruder alarms, and panic alarms and provideassistance, support and advice to callers on the telephone.30.Drive the Health Board security vehicle between sites, or to otherlocations, on Health Board business as and when required.31.Enter report of incidents and crimes on the official form provided.32.Cover all sickness, absence, annual leave at all Health Board locationswhen required.
