About the role
A large, complex public sector organisation is seeking a senior-level Project Manager to lead a directorate-wide transformation programme focused on service redesign, Target Operating Models, organisational change, and data maturity. This is a high-profile role requiring someone who can operate independently from day one, navigate formal governance structures, and engage confidently with senior officers and elected Members.
Key Responsibilities
- Strategic Planning & Scoping: Define transformation vision, objectives, and success criteria; map current services; develop roadmaps for new functions (e.g., Transformation Office, Data Intelligence Unit).
- Stakeholder Engagement & Change Management: Engage HR, IT, Finance, and service leads; run workshops; implement change management strategies to support workforce transition.
- Service Redesign & Operating Model Development: Design a new Target Operating Model (TOM); define roles, responsibilities, and reporting lines; align with workforce planning and service delivery needs.
- Governance & Risk Management: Establish governance structures; manage risks around service disruption, morale, and data integrity; ensure compliance with HR and data protection policies.
- Delivery Oversight & Implementation: Develop and manage project plans, timelines, and resources; coordinate implementation of new structures and processes; monitor progress and adapt as needed.
- Communication & Reporting: Provide regular updates to transformation boards; prepare reports and presentations; ensure transparent communication throughout the programme.
Essential Experience
- Proven delivery of service redesign and organisational change within a large local public sector environment.
- Experience standing up new functions or restructuring services.
- Strong people-change and workforce transition expertise.
- Confidence operating at senior governance and board level.
- Track record of delivery (not advisory-only).
- Senior-level responsibility, accountability, and decision-making.
- Confidence operating within formal governance and approval structures.
- Experience managing complex stakeholders, including Members and senior leadership.
- Strong track record of delivery in politically sensitive contexts.
