About the Client
Cardiff Council’s Adolescent Resource Centre (ARC) provides intensive, strengths‑based and trauma‑informed support to young people aged 11–17 who are on the edge of care. The service aims to prevent family breakdown, improve outcomes, and enable young people to remain safely within their family home wherever possible. Following significant success and increased regional need, the ARC model is expanding to strengthen the local response to adolescent needs.

The Role
The ARC Manager will lead the development and operational management of the Adolescent Resource Centre, overseeing a team of Support Workers, a Deputy Manager, and sessional therapeutic staff. This is a pivotal leadership role requiring a strong commitment to trauma‑informed practice, family‑centred approaches, and evidence‑based interventions.

You will ensure high‑quality service delivery, provide professional oversight, and work collaboratively with internal and external partners to support young people and families at times of significant need.

Key Responsibilities
Lead, manage, and develop the ARC service, ensuring high‑quality, trauma‑informed and strengths‑based practice.

Manage a team of Support Workers and a Deputy Manager, and oversee sessional therapeutic work.

Implement evidence‑based interventions and ensure consistent, excellent standards of practice across the team.

Work collaboratively with Children’s Services, Education, Health, Youth Services, and voluntary sector partners.

Support young people aged 11–17 and their families to prevent accommodation and promote safe family stability.

Contribute to the development of an expanded adolescent service model to meet emerging needs.

Ensure effective case oversight, risk management, and safeguarding practice.

Maintain accurate records, contribute to service planning, and support performance monitoring.

Promote positive outcomes through creative, flexible, and responsive service delivery.

Candidate Requirements
Relevant professional qualification in social work, nursing, education, youth work, or a related field.

Experience managing teams within children’s services, youth work, or similar settings.

Strong understanding of trauma‑informed and strengths‑based practice.

Experience working with adolescents and families experiencing crisis or complex needs.

Ability to lead, motivate, and develop staff.

Strong partnership‑working skills across statutory, voluntary, and independent sectors.

Commitment to improving outcomes for young people and supporting family stability.

Excellent communication, organisational, and decision‑making skills.
