The purpose of the Estates Programme Manager is to manage, oversee and implement Revenue and Capital works projects across the DVSA Estate (400+ properties).

The post holder will report directly to the Head of Property Investment and is one of three posts that manage a Portfolio across England, Scotland and Wales.

Your main duties will include, but not limited too:

  • Managing the delivery of Estates Capital and Revenue Works Programmes ensuring projects are delivered within agreed timeframes, budgets and compliance with Corporate Programme and Project Management Principles, Procedures and Processes.
  • Identify and implement maintenance solutions which are affordable, realistic, and meet operational needs whilst minimising impact on Operational Service Delivery Develop and review Business Cases for submission to the Investment & Change Committee (ICC) or for Director approval (if below ICC threshold).
  • Develop and produce dashboards for projects and programmes of work and provide project status reports for to inform Estates Delivery Board and Portfolio Management Group.
  • Overseeing Financial and Resource management duties including:
    • Management of workloads ensure efficient use of limited resources and allocation of staff to meet new works and other requirements.
    • Ensure capital and revenue programme budgets and individual project/works budgets are managed and monitored with monthly forecasting.
    • Provide and promote an ‘Intelligent Client’ lead to the team and to the Total Facilities Management Contractor and other Service/Contract Providers.
    • Undertake Delegated Service Manager duties as defined by the NEC 3 Term Service Contract.
    • Undertake Project Management duties as defined by the NEC 3 Engineering & Construction Contracts.
    • Be responsible for decision making within own area of responsibility (within agreed delegations) relating to projects, works, finance, procurement and contract.
