Summary
Neway International are seeking Technical Support Officers (Planning) to join our client Elmbridge Borough Council.
Location: High Street, Esher, Surrey, KT10 9SD
Hours: 36 per week
Start Date: 19 January 2026
Duration: Initially for a 6 month contract
Pay Rates: PAYE £28.00 per hour / Limited/Umbrella £36.65 per hour
About the Client
Elmbridge Borough Council’s Planning and Environmental Health team plays a vital role in shaping the local environment and supporting community development. The Business Support team provides essential administrative and technical support across Planning Services, including Development Management, Planning Policy, Heritage, Landscape, Trees, and Compliance.
The Role
We are recruiting three Technical Support Officers to provide administrative and technical support within Planning Services. This temporary assignment will help reduce a backlog of planning applications, with a particular focus on validation and registration of major applications.
Office attendance is required, with hybrid working available depending on experience and training needs. You will report to the Business Support Team Leader – Planning and work closely with colleagues across the Place and Community Directorate.
Key Responsibilities
Produce officers’ reports, decision notices, and committee agendas.
Process public speaking requests and support planning committees.
Validate and register planning applications, including major applications.
Provide administrative support for pre-application enquiries, complaints, and compliance investigations.
Manage scanning, indexing, and record-keeping of applications.
Support Freedom of Information requests and complaints handling.
Process payments, refunds, and purchase orders.
Provide technical support for planning appeals and Local Plan projects.
Mentor and supervise junior team members where required.
Candidate Requirements
Evidence of education/training relevant to administrative duties.
Experience delivering administrative, clerical, or technical support.
Strong IT skills for data recording and document management.
Good written and oral communication skills.
Ability to work under pressure, meeting deadlines with minimal supervision.
Energy, flexibility, and commitment to personal development.
Experience in validating and registering planning applications is essential.
Experience with major applications or planning officer background is highly desirable.
