Summary
Our team of circa 80 staff provide a range of services within four service towers: Change and Finance, Operational ICT and Application/Digital Development, Customer Experience and Support, and Enterprise Architecture and Information Assurance.
Our vision is to help the three Partner Councils standardise, automate, integrate, and optimise their IT systems to maximise their investment in digital technologies, whilst ensuring safe, resilient and performant services. Ultimately, our work improves outcomes for local residents and businesses, giving our staff the opportunity to feel that they are contributing to the local area in a positive way and supporting those most in need through difficult times.
As part of a recent restructure and a desire to improve Digital Advisory services to the Partner Councils, a new role, ICT Digital Business Partner, has been introduced within the 3C ICT Service.

The Partner Councils are ambitious and want to utilise technology more effectively to improve services, achieve efficiencies, and prepare for Local Government Reorganisation (LGR).
This is an exciting time to join 3C ICT Services, as we build upon a year of service improvements and ensure we have the capacity and capability to drive the service forward to meet Partner Council needs.
This role will be part of our ongoing service improvement journey, contributing to the redesign of our services and shaping how we deliver in the future.
The role of the ICT Digital Business Partner will be to foster a culture of innovation and curiosity across Partner Councils, focusing on digitalisation and data-led decision-making through professional advice.
It is envisioned that each ICT Digital Business Partner will be aligned to the same service areas across the three Partner Councils, to encourage collaboration and shared ‘best practice’. However, the role will focus on horizon scanning across the Local Government landscape and vendors to challenge the way things are currently done.
Reporting directly to the Chief Digital Information Officer (CDIO), the role will also act as an ambassador for the ICT/Digital service within the partner councils, advising on approach and assisting with any escalations or service delivery issues.
About you
You will be an ICT professional who is conversant with a wide range of technology approaches, has a good technical understanding of Operational IT and IT Service Management, and has worked previously in IT-focused, customer-centric roles.
You will be comfortable discussing technology with a wide range of stakeholders, with varying levels of understanding and be able to adapt advice to their circumstances. This is a highly visible role, and you will need to negotiate and influence across three organisations, building their trust and confidence in the advice you give, turning recommendations and assurances into actions and tangible benefits.
Awareness of the IT landscape will be essential, with a good understanding of the M365 suite and its capabilities, information assurance, infrastructure and change delivery. Additional skills in adopting the more advanced features of M365 and Copilot for M365 will be advantageous, as will experience in supporting training and/or change adoption.
Self-motivated and confident, you will be comfortable adapting to your customers' needs, working alongside ICT colleagues to contribute to Continual Service Improvement initiatives, and driving a customer-centric approach to IT service delivery.

This role will be undertaken on a hybrid working arrangement, with some home working where appropriate. However, candidates should expect to work on-site for most of the time.
