The Estates Data, Systems & Reporting (DSR) team’s mission is to serve as an agile enabler and assurer to DWP Estates in delivering its strategy through the whole data lifecycle for reliable, validated and assured data, systems and insight. This is in part achieved through delivery of the Estates Data & Systems Strategy, considering the DWP, DWP Digital and DWP Estate Strategies in its formulation.

The CAFM Change Delivery Lead is responsible for leading and delivering change management activities for the CAFM functionality in DSR team and Estates. This role serves as SME and owner for the CAFM Critical Data Set (CCDS) and CAFM workflows, ensuring robust governance, stakeholder engagement, and successful adoption of new processes and systems. The postholder will directly support the Head of CAFM Change & Assurance in delivering strategic transformation, assurance, and continuous improvement across DWP Estates.

Key accountabilities

Change Management & Governance

  • Lead the delivery of change management activities within Estates for the CAFM, with a focus on Workflow and CCDS changes.
  • Work with Data Governance Lead to manage the change control process for CCDS and CAFM workflows, ensuring compliance with governance and quality standards.
  • As SME for CCDS and workflows, serve as translator between Estates functions, Integrator and Suppliers. Ensuring appropriate impact assessment for proposed changes and ultimately optimal deployment.
  • Support the Head of CAFM Change & Assurance in developing and refining the CAFM strategy, delivery roadmap, and transformation initiatives.
  • Track progress against key milestones, manage dependencies, and ensure timely delivery of CAFM changes and defect resolutions.
  • Support oversight of Integrator’s Release Programme, including release strategy, planning, and defect resolution.
  • Support risk management, compliance, and assurance of contractual Data & System delivery of suppliers and their partners.

Workflow Ownership & Optimisation

  • Design, optimise, and maintain CAFM workflows with a focus on securing functional lead buy in, coaching functional SME’s on the understanding and operational criticality of workflows as well as driving the message for understanding workflows in each functional area.
  • Ensure seamless integration of CCDS-driven workflows with existing Integrator CAFM and operational procedures.
  • Support the Head of CAFM Change & Assurance in overseeing system and data compliance requirements, including assurance management plans and data security checks.

Stakeholder Engagement & Coaching

  • Act as a trusted advisor to business functional leads, securing commitment to change and delivering coaching to stakeholders at all levels.
  • Communicate change clearly through tailored messaging and engagement plans.
  • Facilitate collaboration across DWP Estates, DWP Digital, and wider stakeholders to ensure the CAFM strategy is defined and delivered.
  • Assist the Head of CAFM Change & Assurance in chairing governance boards and escalation forums, e.g. System Change Board (SCB), Data Change Alignment Board (DCAB), Data Systems Reporting Working Group (DSRWG).
  • Engage with senior stakeholders, suppliers, and integrators to ensure CAFM delivers value and meets organisational goals.

Continuous Improvement & Assurance

  • Champion system assurance assessments, identify improvement opportunities, and sponsor initiatives to enhance CAFM capability and user experience.
  • Support the Head of CAFM Change & Assurance in developing and implementing CAFM systems audit plans and remedial actions.
  • Contribute to strategic planning for future state CAFM/E2030, ensuring alignment with Estates transformation and operating model.

• Work collaboratively to resolve system integration and/or workflow issues and optimise operational efficiency.
