Summary
Job Title: Site & Compliance Manager
Line Manager: Business Manager
Hours: 37 hours per week all year round. 8am until 4pm Monday to Thursday, 8am until 3.30pm Friday (30 minute unpaid lunch). Part time applications will be considered.
Job Purpose: Whitstone School is seeking a dedicated and proactive Site & Compliance Manager to join our team. The postholder will be responsible for the effective supervision, coordination, and delivery of site management, facilities services, and compliance requirements. This role includes leading the site and cleaning teams, overseeing external contractors, and ensuring the school environment is safe, secure, and well-maintained. The Site & Compliance Manager plays a vital role in maintaining a positive environment that enhances the wellbeing and educational experience of the school community. Key Responsibilities: Site Management: • Lead, supervise, and manage the site team to ensure efficient daily operations. • Ensure that the school’s site management and compliance practices align with DfE Good Estate Management for Schools (GEMS) guidance, promoting high standards in facilities management, maintenance, and health & safety. • Oversee external contractors, ensuring proper induction, supervision, and compliance with school policies. • Manage and monitor the school’s heating, solar, and alarm systems, ensuring efficient operation, and accurate management of site related tasks and compliance via iAMCompliant • Prepare, develop, and manage work schedules for planned and reactive maintenance, ensuring work is completed to high standards and within allocated budgets. • Maintain the school site and grounds to a high standard, ensuring cleanliness, tidiness, and safety. • Supervise car parking arrangements for staff, students, and visitors, and ensure appropriate access for deliveries and service vehicles. • Act as Budget Holder for delegated areas, such as repairs and maintenance, health & safety, and furniture & fittings. • Oversee the servicing and maintenance of equipment including heating, lighting, air-conditioning, and alarm systems. • Support site operations, including traffic management, deliveries, event planning, and arrangements. • Promote and implement sustainability initiatives, including energy efficiency, waste reduction, and recycling. • Keep accurate records of inspections, certificates, and remedial actions, and provide reports as required to the Headteacher and Trustees. • Oversee and control of the school’s keys, ensuring secure distribution and accurate records. • Prepare and submit the annual Asset Management Plan in liaison with the Business Manager. • Attend operational, departmental and relevant staff meetings. • Participate in the school’s Performance Management review process, carrying our performance management for the site staff and ensuring appropriate training is provided. • Obtain best value in procurement of goods and services and ensure all expenditure is within budget and follows procedures. • Undertake other duties reasonably expected of and relevant to the level and nature of the post. Compliance and Health & Safety: • Act as the main Health and Safety Officer for the school, ensuring a safe working and learning environment in accordance with legislation. • Act as key holder for site security arrangements, including organising out-of-hours call out rotas and emergency procedures. • Ensure the school is prepared for emergencies, including crisis management, emergency evacuations, and business continuity planning. • Develop and implement procedures to handle adverse weather conditions, power failures, and other disruptions. • Ensure compliance with asbestos regulations, fire safety, PAT testing, LOLER, radon inspections and management, legionella management, and other statutory obligations. • Ensure all COSHH and Health and Safety regulations are observed and participate in Health and Safety audits. • Manage and maintain risk assessments, including fire, legionella and glazing. • Maintain accurate records of inspections, certificates and remedial action. • Provide support and advice during emergencies and ensure all necessary safety measures are in place.. • Manage and coordinate compliance related training, including manual handling, working at height, and other Health & Safety mandatory courses, ensuring all staff are competent and up to date. Safeguarding and Student Welfare: • Safeguarding children is the responsibility of all Whitstone School staff. • Uphold the school's safeguarding policies to ensure a safe and supportive learning environment for all students. • Ensure all safeguarding training is completed and up to date. Person Specification: Essential • Proven experience in a similar role within an educational or commercial environment, with responsibility for site management and/or facilities services. • Practical knowledge and competence in basic plumbing, carpentry, electrical work, and general building maintenance. • Strong understanding of Health & Safety regulations and compliance, including risk assessments, asbestos management, COSHH, fire safety, and safe working practices. • Excellent interpersonal and communication skills, with the ability to liaise effectively with staff, students, contractors, and external agencies. • Ability to make informed, proactive decisions regarding compliance and site management issues. • Physical capability to undertake duties involving bending, lifting, pushing, pulling, and stretching as required. • Proven ability to manage a demanding workload, balancing conflicting priorities and deadlines effectively. • Knowledge of, or certification in, manual handling and working at heights. • Valid driver’s licence and willingness to operate school vehicles as required. • Competent in using IT systems for maintenance reporting, task management, and record keeping. Desirable • Experience of ‘iAm Compliant’ School Software is desirable. • Experience managing or coordinating site staff and external contractors. • Knowledge of sustainability initiatives, including energy efficiency, recycling, and waste reduction. • Previous experience in emergency planning, business continuity, or crisis management.
