Summary
Neway International are seeking a Workshop Shift Manager – Management to join our client Plymouth City Council.
Location: Prince Rock Depot, Macadam Road, Prince Rock, Plymouth, Devon, PL4 0RZ
Hours: 27 per week (shift working between 06:00–17:00 Mon–Fri, occasional Saturdays with time off in lieu)
Start Date: 15 December 2025 Duration: ongoing
Pay Rates: PAYE £19.32 per hour / Limited/Umbrella £25.15 per hour

The Role
As Workshop Shift Manager, you will oversee the day-to-day management of the Council’s workshop, ensuring effective delivery of scheduled and unscheduled maintenance, inspections, and MOT testing. You will lead a team of operational staff, manage a significant service budget, and ensure compliance with Vehicle and Operator Services Agency (VOSA) regulations and the Council’s Operating Licence. This role requires strong leadership, technical expertise, and a commitment to safety and customer service.
Key Responsibilities
Manage workshop operations, ensuring timely delivery of maintenance, repairs, inspections, and MOTs
Lead and support a team of approximately 14 operational staff
Oversee a service budget of £750k, ensuring efficiency and income generation
Implement policies, procedures, and processes for safe and effective workshop operations
Ensure compliance with VOSA regulations and Health & Safety standards
Manage the Council’s MOT station, delivering services to internal and external clients
Monitor productivity, performance, and stock control using IT systems
Liaise with clients and customers to ensure services are delivered to agreed standards
Handle customer complaints, ensuring resolution within corporate timescales
Candidate Requirements
GCSE Grade A*–C (9–4) in Maths and English (or equivalent)
Vehicle technician qualification or extensive demonstrable experience in managing a vehicle workshop
IOSH qualification or equivalent in Health & Safety
Full UK driving licence
Significant understanding of Road Transport Law
Experience managing MOT testing, inspections, and compliance under VOSA regulations
Proven experience in managing commercial services and generating income
Strong leadership and team management skills
Excellent communication and problem-solving abilities
Demonstrable ICT skills (Word, Excel); experience with Tranman or similar systems desirable
