Summary
To actively manage the end-to-end process of producing contract offers, leading negotiations, and monitoring the delivery and performance of a diverse portfolio of contracts. This includes acting as the primary interface between the Trust and commissioners on all contracting and income-related matters, serving as the first point of contact / point of escalation for a wide range of queries and issues. The role also involves ensuring that internal teams are kept fully informed of commissioners’ plans, priorities, and any changes that may impact service delivery or financial performance.
In addition, work collaboratively with finance and information colleagues to guarantee accurate reporting and recovery of Income, ensuring that all revenue due to the Trust is secured in a timely and compliant manner.
Contribute proactively to the wider contracting, Income, and planning processes by providing insight, analysis, and recommendations that support organisational objectives, financial sustainability, and strategic decision-making.

1. Act as the Trust lead for Provider to Provider Service Level Agreements.
2. Act as the Trust lead for a portfolio of contracts to the value of approximately £1b, ensuring that contracts are negotiated, agreed and paid in accordance with national, local or agreed timescales.
3. Issue Heads of Agreement documentation, including terms and conditions and price activity matrices to commissioners. Review national contract documentation from commissioners to ensure that it is consistent with the agreed activity and finance plans and with UHCW’s contract terms and conditions.
4. Lead on the contracting process for Specialised Services to include agreement of activity and financial targets involving the groups, inclusion of agreed service developments into contracts; agreement of contract documentation.
5. Responsibility for raising and maintaining contract variation documentation for designated contracts, for any in-year changed to the contract for agreement by Commissioners. Ensure all financial or activity changes made to contracts are reported to the Commercial Analytics department to ensure agreed amendments to the contract are reflected within the Trusts activity and financial plans. Ensure all changes are accounted properly in income reports.

• Act as a point of contact for the Trust in respect of contract performance and service related issues raised by Commissioners, liaising with members of the wider commissioning team and group staff to resolve any issues.
• Monitor contract performance for designated contracts, investigate any significant variances against plan and bring any issues to the attention of the appropriate service/finance managers which require further investigation or action.
• Provide advice to senior staff across the Trust on the impact of National Tariff and contract requirements, including, where necessary, the effective communication of contract variations/targets.
• Work with groups to identify high costs drugs, treatments or medical devices which are excluded from the contract and secure funding from commissioners for such items. Liaise with group staff and members of the wider Commissioning team to ensure cost per case income due is recovered.
• Liaise with clinicians and group staff with regard to exceptional case treatments, submitting cases for funding to Commissioners.
• Validate monthly non SUS activity information received from operational departments for inclusion within contract monitoring.
• Provide appropriate professional guidance and support to service managers and other members of the management team in the groups/directorates on contracting issues.
• Prepare cases for consideration by arbitration panels where negotiation with commissioners has not achieved agreement or resolution of disputes.
• Through delegation to the wider income and contracting team, ensure that the non contract activity (Eg cross border) and overseas activity is invoiced in accordance with national timescales.
• Liaise with wider income and contracting team to ensure that both contract and cost per case income is recovered in accordance with national timescales.
• Lead on any counting and charging service changes relating to the various acute, community and specialist contracts. Liaise with group staff with regard to the preparation of information in support of any service changes, for submission to Commissioners or counterparties.
• In conjunction with members of the wider income and contracting team, produce activity and financial information for inclusion within accounts and contract offers for all contracts. Quality assure the price activity matrices produced by the Commercial Analytics, prior to offers being issued to Commissioners.
• Contribute to reviews of the contract line structure in association with groups and Information and Finance colleagues and ensure that changes are agreed with commissioners.
• Deputise for the Chief Financial Manager – Contracting and Income as and when required and to undertake other work commensurate with the level of the post as required.
• To have managerial responsibility for the SLA income team.
• Establish and maintain professional, effective and constructive working relationships with colleagues across the Trust and with external stakeholders.
• To produce and follow relevant policies and procedures and update/make recommendations for improvements in them where appropriate.
• Maintain up-to-date knowledge of all issues relating to Contracts such as National Tariff, developments in commissioning, performance management, the NHS Plan, planning guidance and NICE guidance.
• To ensure that all Trust-wide standards are maintained and monitored to improve the quality of total care to all who come into contact with services provided by University Hospitals Coventry and Warwickshire NHS Trust.
