East Lothian Council is seeking a motivated and experienced Team Leader – Performance & System Development to join our Strategy, Policy and Performance service. This is an exciting opportunity to lead a team responsible for managing housing information systems and performance reporting. You will play a key role in ensuring our housing services are efficient, compliant, and continuously improving.
Key responsibilities include:
- Managing and developing System Development Officers and Performance Officers.
- Overseeing Housing Management Information Systems, upgrades, and user training.
- Ensuring data integrity and security across systems.
- Leading on performance analysis, reporting, and statutory submissions.
- Working collaboratively with stakeholders to support service planning and improvement.
Essential requirements:
- Degree-level qualification or equivalent experience in a relevant discipline.
- Proven experience in managing information systems and staff.
- Strong analytical and organisational skills.
- Excellent communication skills and ability to work accurately under pressure.
- Basic Disclosure clearance and a driving licence (or access to transport).

Job Details
To develop, implement and manage the Housing Team’s information management systems in order to maximise efficiency of housing service delivery within specific standards and in accordance with statutory obligations and policies.
To support effective performance monitoring and reporting of all relevant areas of Housing’s service delivery.

Job Requirements
Relevant Qualifications
Degree Level Qualification or equivalent in a relevant subject, eg. Business or Information Management and/or be able to demonstrate equivalent knowledge, skills and competencies gained through relevant experience.
Driving Licence
As the duties of this role require you to effectively travel to successfully undertake the full remit of the role, you must hold a current driving licence and have access to a vehicle.*

Level 1 Disclosure Clearance
This role requires Level 1 Disclosure Clearance to allow access to the Public Sector Network. ELC will submit a Police Act Disclosure application on behalf of the preferred candidate and receipt of the subsequent certificate will be required prior to commencement.
