Summary


The post holder is responsible for delivery of safe, efficient, and effective Estates services, to the Trust within One LSC, andforthemanagementofthe Trusts infrastructureensuringahigh- quality, cost-effective service. Responsible to the Director of Estates, the post holder willmanage and direct Operational Services and staff in the provision of the Estates within the Trust, optimising their efficiency and effectiveness to meet service users, staff and visitor needs within agreed resourceallocations.

Therolewillbepredominatelystrategicinnature,providingdeliveryofthe Trust’s estate strategiesanddevelopmentofstrategicpartnershipswithin theTrust’spartners toensurea collaborative approach within the Trust’s. Thepostholderwillberesponsibleforoverseeingthereactive,correctiveandplannedmaintenance of equipment, engineering services and building fabric for all Healthcare properties under their control.Thepostholderwillhavefullresponsibilityforensuringtheenvironmentissafeforpatients, staff and visitors.

• Deliveryof the Trust’s / One LSCannualcapitalprogramme

• FormulatingtheEstatesOperationaldeliveryplanandcontributeto thewider teams planning processes


• Ensuring that condition appraisals are undertaken, and a schedule of works is producedto enablecapital bids to be produced.

• Be the Senior Responsible person for ensuring compliance with all statutory requirements associatedwith Estates Operational services

• Ensure thetimelycompletion of submissions of all statutory and mandatory submissions relating to EFM (ERIC, PAM MODEL HOSPITAL etc.)

• Develop the estates workforce, management reportingstructuresand support services

• Develop, implement, and evaluate policies and strategies for recruiting, deploying, developing, andretainingstaff

• Ensuring controls are in place and effective for the management of revenue budgets,nonrecurring and capital expenditure includingdeterminingdelegated limits for staff


• Evidencing and providing assurances that the Estates Operational Services deliver high quality, value for money and effective services.

• Representing the Departments at Trust / One LSC wide meetings as and whenrequiredincluding Risk Management, EPRR, IPC and Health and Safety Sub Committees including providing cross-cover across all system wide Trust’s (ifrequired) across One LSC, duringtimes of absence. May Participate in the On Call Rota ifrequired.

We operate from three main hospitals-Furness General Hospital (FGH) in Barrow, the Royal Lancaster Infirmary (RLI), and Westmorland General Hospital (WGH) in Kendal, as well as a number of community healthcare premises including Millom Hospital and GP Practice, Queen Victoria Hospital in Morecambe, and Ulverston Community Health Centre.

All three main hospitals provide a range of planned care including outpatients, diagnostics, therapies, day case and inpatient surgery. In addition, a range of local outreach services and diagnostics are provided from community facilities across Morecambe Bay.

• Act as the Estates Divisions operational services specialist advising on, producing,andmaintainingarangearangeofTrust-Wide / One LSCEstates policiesand proceduresthatreflecttherequirementsoftheregulation,legislationandguidance relatingtothevarieddisciplines.

• Responsibleforthemaintenanceofthe Estates / One LSCoperationalservicesrisks onthe Riskregister,ensuringHealthandSafetytrainingisundertakenasrequiredand attendanceat Health and Safety meetings to support the upkeep of a risk awareness culture.

• Responsibility for interpreting governmentandorganisational policy indeterminingboth day to dayworkandactionsandlonger-termstrategicprioritiesininall areasof responsibility,thiswill involve setting standards and performance indicators for areas of responsibility.

• Represent the Trust / One LSC on Local and National Estates Forums working with DH and NHS Estates and engage with other public sector and external organisations including Local councils,educationalinstitutions,and commercialpartnerstodevelopwiderstrategiesforthe benefit of the organisation as and whenrequired.

• FullyparticipateintheTrust’s / One LSC’sWRP (Waste Reduction Plan)todeliver financialSustainability.

• Toensurethatthe provisionofthewide-rangingoperationalservicesareexecutedin linewithall relevant legislation, regulation and guidance appertaining to the field of work.


• Tohaveinplacesystems,processesand informationthatenablesassurancesto be providedto the Trust Board and One LSC that the Trust is meeting its statutorycompliance obligations.

• Developsthemanagerialandsupervisorycapabilitywithintheteamsandensuringthat thereisa full knowledge and understanding of the Health Board’s policies and procedures.

• ThroughtheEstates Managers,ensuretheenvironmentwithintheTrustissafefor service users andstaff and the services delivered by teams to be of a high quality that meet the needs of service usersand staff.

• Developstrategiesandpoliciesforserviceimprovement,linkedtoserviceneed,and to developperformance measures capable ofdemonstratingcontinuous improvement.

• Estatesplanefficientlydeliveredthroughrobustbusinesscasesdemonstratingbest valueformoney.

• Ensure that the built environment is conducive to the provision of high-quality patient care throughensuringthatitissafe,accessible,clean,and fitforpurposeand supports theprovision of high-quality patient care.

• Carry out periodic condition assessments and the use of resulting data to inform capitaland revenueprogrammesofworktoaddressanybacklogmaintenanceissuesutilisingtheoutcome of the 6-facetsurvey.

• Lead on the development and implementation of the Trust’s Green Plan and monitor the actions in response to the NHS net zero carbon. Ensure the maximisation of the Trust’s / One LSC decarbonisation plan and that all opportunities of potential fundingaresought.




LEADERSHIP

• Lead on specific aspects of research and development projects, involving benchmarking and theimplementation of latest good practiceseekingto demonstrate high quality and robust service delivery regimes. To be achieved by specialist professional knowledge of estate processes and systems gained by personalexperience and post graduate courses.

• Lead on change management based on experience, ensuring continuous improvement ismaintained.

• Responsibleforleading/participatinginarangeof projects/programmeofworks/schemesacross the Department,Division Trustwide and when applicable support across One LSC as and whenrequired.

• Post holder to have highly developed physical skills, withaccurateuse of fine tools and equipment and ability to develop and interpret computerised technical drawings. Regular requirement to use computer software to develop/create reports, documents, and drawings. Responsible for the operation of one or more information systems.
