Job Title: Cultural Venues Operations Consultant
Reference: 121131 Dudley
Salary: £100 per day PAYE with accrued holiday and pension contribution
Hours: 37 hours per week Monday-Friday
Role length: 6 months opening assignment
Job type: On-site
Location: Dudley
Contract Type: Temporary
The role: You will lead a full review of several cultural and community venues across Dudley, including borough halls, Himley Hall, Red House Cone, heritage and museum sites, and the libraries contract. Your task is to assess how these sites operate, identify efficiency gaps, and highlight options to reduce subsidy and improve usage. You will develop evidence-based business cases for each venue and support future decision making. The role involves close work with operational teams and senior leadership, providing both strategic insight and hands-on assessment.
Key Responsibilities:
Review current operations, staffing, usage, opening hours and income streams across all venues.
Identify missed opportunities, inefficiencies and areas for commercial improvement.
Assess future operating models, including partnership and alternative delivery options.
Produce detailed, evidence-backed business cases for each site.
Provide on-the-ground oversight to understand day-to-day performance and flow.
Engage with stakeholders across the council and community.
Support strategic recommendations for future provision of cultural and community services.
What the client is looking for:
Strong background in managing or reviewing cultural, heritage or community venues.
Solid commercial insight with ability to analyse financial performance.
Proven experience developing business cases within a public sector setting.
Confident assessing delivery models, partnerships and operational redesign.
Excellent communication skills and ability to work with varied stakeholders.
Desirable:
Knowledge of public sector procurement and contract management.
Experience with library service models.
Background in service transformation and change management.
