Organisational Overview

The Office of the Public Guardian (OPG) protects people in England and Wales who may not have the mental capacity to make certain decisions for themselves, such as about their health and finance. We are an Executive Agency of the Ministry of Justice (MoJ), set up in 2007 following the introduction of the Mental Capacity Act of 2005.

OPG is responsible for registering lasting powers of attorney (LPA) and enduring powers of attorney (EPA) and supervising deputies who are appointed by the Court of Protection.

Team Overview

Role holder will be part of the Risk and Assurance team that is responsible for Risk and Assurance and Counter fraud and will be expected to assist team counterparts in these areas as and when required.

Duties and Responsibilities

This is a role assisting the Risk and Assurance Lead in leading Business Continuity (BC) provision and operational resilience for OPG estate. This will be delivered by ensuring all business teams and OPG sites (Birmingham and Nottingham) have the arrangements in place to ensure the appropriate response to any incident that threatens or disrupts people, operations, systems or premises in the delivery of OPG business objectives.

This includes liaising with team members and the wider business on testing of those plans to ensure that they are effective or agreeing changes / improvements where required.

The role holder will also lead reporting for incident management by supporting OPG incident management process when activated.

The role holder will liaise with BC colleagues across MoJ and headquarters and build working relationships and attend relevant meetings.

Responsibilities:

Reviewing and updating site / function business continuity (BC) plans – working with each business area across sites
Become the OPG centre of excellence on BC and provide advice and guidance on business impacts and ensure teams fully understand their critical activities
Assist with onboarding of an MoJ procured business continuity tool and ensure that the wider Agency are clear on their responsibilities in relation to the use of that tool
Maintain records of all business disruption (site disruptions lasting over an hour and IT incidents lasting over 3 hours, where BC plans are invoked)
Provide advice and support to sites and operational processes in the event of an incident – including the possible need to work remotely to co-ordinate business continuity activity outside of core business hours.
There may also be the need to attend OPG sites during normal working hours to co-ordinate business continuity activity as necessary.
Liaise with colleagues at all levels to embed business continuity best practice and ensure that the Agency are aware of any changes to best practice as they arise.
Driving a culture of learning and continuous improvement, to ensure that lessons learned are identified and enacted upon.

Agreed Expectations

The successful candidate will be expected to work from their base location on a weekly basis in line with current Civil Service requirements, outside of any reasonable adjustments.

Regular travel to Birmingham and/or Nottingham is required for this role. The successful candidate will also attend any OPG site (including London) or the nearest Justice Collaboration Centre/Hub to meet office attendance rules.

Skills & Qualifications

Essential Skills

Essential Qualifications - Successful candidate must have a Certificate of the Business Continuity Institute (CBCI), or Membership of the Business Continuity Institute (MBCI) or a willingness to work towards this within 12 -18 months (funded by OPG)

Essential Knowledge, Experience and skills –

Ability to liaise and deliver as part of a team and ability to be resilient in the face of unplanned incidents
Effective problem-solving skills with the ability to reach solutions based on experience
Ability to prepare and present reports to a high standard, including recommendations from the analysis of facts with good attention to detail
Ability to communicate effectively and with confidence with staff at all levels and challenge others where necessary to ensure the best outcome for OPG
Ability to effectively influence others
Experience of working effectively in an operational customer focused organisation
