Moray Council is seeking an experienced and motivated Service Manager: People Management to lead and inspire our HR team. As a Service Manager, you will be an organisational leader at the forefront of core service delivery, professional standards, and continuous improvement. Main Responsibilities

  • Deliver high-quality operational HR services
  • Oversee pay and reward programmes, including grading reviews and equal pay initiatives
  • Manage local conditions of service and ensure compliance with employment legislation
  • Lead end-to-end employment practices, from recruitment to exit
  • Contribute to corporate planning and organisational change projects
  • Foster positive employee relations, including consultation and collective bargaining
  • Supervise employment administration processes
  • Provide effective section management and leadership
  • Implement Moray Management Methods throughout the team

The Service Manager Role

As a Service Manager, you will be a subject matter expert, engaging with the extended Corporate Leadership Team (CLT) on performance, service innovation, and opportunities for improvement, while supporting a high-performance culture across the organisation. You will design services informed by customer insight, deploy resources to deliver outstanding results, and collaborate with other Service Managers to create integrated, progressive service models that maximise impact and value for our communities.

Your role will involve driving continuous improvement, adopting new systems of work, processes, skills, and technologies to enhance service performance. You will be ambitious to find the best solutions, always placing citizens and service users at the heart of everything you do.
