Summary
Head of Finance Role
Job Purpose:
Provide strategic financial leadership and high-quality advice to senior managers, elected members, and external partners. Lead the business partnering team to deliver robust financial management, support corporate objectives, and ensure effective planning, monitoring, and reporting of the council's revenue and capital programmes.
Key Responsibilities:
- Strategic Leadership: Lead and manage the business partnering team, ensuring strong financial governance and alignment with corporate priorities.
- Financial Planning: Oversee medium-term financial strategies, ensuring savings targets are achieved, risks are managed, and spending plans support council objectives.
- Budgeting & Reporting: Direct financial support, budgeting, accounting, and reporting services for Resources, ensuring compliance with statutory requirements.
- Partnerships & Representation: Act as a key representative with external organisations, local authorities, and high-value contract panels, providing financial advice to inform council decisions.
- Transformation & Value for Money: Lead financial input into transformation programmes, supporting delivery of savings, efficiency improvements, and service innovation.
- Performance Monitoring: Collaborate with the Corporate Strategy Team to integrate finance and performance reporting, using dashboards and systems to drive accountability.
- Governance & Compliance: Contribute to closure of accounts, ensure accurate annual reporting, and provide financial implications for leadership, scrutiny, and council assembly reports.
- Staff Development: Manage and develop staff to achieve high performance, build capability, and deliver effective operational outcomes.
Person Profile
- Proven experience in senior financial management within a complex public sector environment.
- Strong leadership skills with the ability to influence at executive and political levels.
- Expertise in strategic financial planning, risk management, and transformation programmes.
- Excellent communication and partnership-building skills, with the ability to represent the council externally.
- Commitment to delivering value for money and supporting organisational change.
- Minimum 5 years exposure working within the finance function of a Local Authority
- Fully Qualified - ACCA/CIMA/CIPFA
