About the role
The Health and Safety Manager (HSM) plays an essential role in keeping the Associations staff, volunteers and beneficiaries safe. The HSM is the ‘competent person’ as defined by the Management of H&S at Work Regulations and assists the RAF Association and its subsidiaries to comply with all relevant legislation and Approved Codes of Practice. The HSM is responsible for developing health and safety policies and procedures, supporting managers to carry out risk assessments and implementing safe systems of work as well as auditing and reporting on compliance to senior management, subsidiary boards and Council. The HSM will promote and contribute to our positive health and safety culture for employees, contractors, volunteers and beneficiaries.
Primary responsibilities include
Agree an annual work programme and objectives with the Group Company Secretary and the Health and Safety Committee.
Assist and advise managers to identify hazards, record and implement risk controls including training, procedures, equipment, control of contractors and local inspection regimes.
Work with the Estates Team on the selection and management of specialist contractors. Arrange for specialists to conduct fire risk assessments for all sites where we are the ‘responsible person’.
Manage the accident and incident recording systems, review reports to ensure suitable investigations as well as remedial actions and any learning that needs to be shared. Responsible for reporting incidents under RIDDOR, liaising with enforcing authorities if needed and supporting response to insurance claims.
Produce annual compliance reports for all Group undertakings to include performance against key health and safety targets
To provide fleet management support in relation to work-related driving, including managing the driver authorisation process, maintaining the vehicle register and ensuring all legal requirements are met.
About You
You will have a minimum Level 3 qualification within the field such as Nebosh or equivalent along with experience in a similar role in a multi-site organisation. With evidence of continuous development, you will be extremely knowledgeable in workplace Health and Safety legislation, able to identify issues and provide practical solutions along with experience of developing and producing policies and procedures. Leadership skills are highly desirable as you will be line managing our RAFAKidz Health and Safety Officer. The role involves some travel on occasion for which we pay expenses (a hire car or work van can be provided) and we offer time off in lieu for when you have worked longer hours. We have flexibility in how the hours are worked and offer hybrid working with the expectation that you attend our Head Office in Leicester on at least one day a week
