Summary

This is a key position within the Transformation and Delivery Unit where you will provide strategic and functional leadership for the entire Business Analysis (BA) capability, directing and overseeing all BA activities across the transformation and improvement portfolio. You will be accountable for ensuring analysis outputs are robust, driving significant financial benefits and measurable service improvements on the Council's most critical programmes.

Your responsibilities will include setting the Council’s BA approach and leading the development of core activities such as process re-engineering and business case writing. You will also provide direct line management of a team of Business Analysts, actively developing BA techniques, disseminating best practice through toolkits and building a strong internal capability for continuous improvement across the Council.

Candidate Profile

The core requirement for this role is extensive experience in designing and developing a BA function from the ground up, including defining its approach, methodology and scope. You must have a proven track record of directing BA for strategic-level, multi-million-pound transformation programmes, with direct involvement in complex analysis work across multiple disciplines.

The ideal candidate will have:
Experience in operating model design, financial modelling and writing robust business cases to secure significant benefits.
Ability to work with a high degree of autonomy and expert judgment to navigate ambiguity and develop innovative solutions for large-scale system and cultural change.
Proven experience in line or matrix management of Business Analysts, with strong leadership and coaching skills.
Authoritative understanding of BA methodologies, actively mentoring and translating complex technical concepts into clear business terms.
Excellent influencing and negotiation skills to secure buy-in from senior leaders and stakeholders.
