About the job.

Here at National Highways we have an exciting opportunity for you to join us as a Senior Transport Planner within the Transport Planning Group. The jobholder will provide a range of transport planning services, using analytical skills to identify problems within a transport network, proposing solutions, modelling strategic interventions and appraising the value for money of options and proposals.

With a team located across England, the location of this role is flexible. Travel between office locations within National Highways and other stakeholder offices will be required. We are happy to accommodate part-time and flexible working arrangements.

  • Technical Expertise - you will provide detailed expertise in one or more areas of transport planning, strategic modelling and appraisal, supporting the design, development, delivery and maintenance of relevant and proportionate modelling and/or appraisal platforms. As a focal point for transport planning knowledge and collaboration across the business, you will provide relevant advice to all areas of National Highways.
  • Analytic Delivery and Standards Development- you will be responsible for the delivery of transport planning-based analysis both internally and through the supply chain including supporting the development of new processes and methods.
  • Analytical Assurance Framework - you will be responsible for the application of the Analytical Assurance Framework to manage proportionate, risk-based strategies and requirements and lead the delivery of transport planning assurance activities on schemes across the business.
  • Relationship and Stakeholder Management - you will engage with and maintain relationships with internal stakeholders e.g. project sponsors and project managers, to develop, advise and oversee transport planning, modelling and appraisal-based analytical plans to support scheme and policy decisions.
  • Company Capability - you will be responsible for the delivery of training activities that support transport planning, strategic modelling and appraisal tools and sharing knowledge with project managers across National Highways.

About you.

  • An in-depth level of technical knowledge and experience that could be characterised by an MSc level degree in Transport Planning and/or an appreciable period of time spent in the industry. You should understand the strengths, weaknesses and best practice of strategic transport models and other appraisal methods and how they should be used in the development of evidence bases.
  • Experience and knowledge of other types of transport models, including but not limited to multimodal models, variable demand models, public transport models, active travel modelling, microsimulation and/or mesoscopic modelling, and junction/operational modelling.
  • Experience of developing and using strategic highway transport models with programming skills, and knowledge of Excel, GIS and other analytical tools/software, including but not limited to coding packages such as Python.
  • Knowledge of the datasets underpinning strategic transport modelling (including GPS-based and mobile-phone sourced data, the National Trip End Model and National Travel Survey).
  • An appreciation of the underlying factors that influence the performance of transportation infrastructure and an understanding of key constraints faced by the strategic highway authority, such as the air quality and noise limits.
  • The ability to convey complex ideas effectively by all available means of communication to both technical and non-technical audiences.
