Summary

A housing officer manages rented properties on behalf of local authorities or housing associations, acting as the primary point of contact for tenants to ensure tenancies are sustained, properties are well-maintained, and communities are safe and compliant with housing law. The role is people-focused and varied, involving administrative, interpersonal, and problem-solving skills.
Key Duties and Responsibilities
A housing officer's tasks fall into several core areas of housing management:
Tenancy Management:
Processing housing applications, allocating properties to new tenants, and explaining tenancy rules.
Managing breaches of tenancy agreements, which may involve preparing cases and attending court hearings.
Dealing with abandoned tenancies, squatters, and unauthorised occupiers.
Property and Estate Management:
Conducting regular property and estate inspections to ensure health, safety, and maintenance standards are met.
Organising and coordinating necessary maintenance and repairs.
Working with other agencies (e.g., social services, community safety teams) to improve neighbourhoods and address communal issues.
Financial Management:
Administering rent collection and developing strategies to minimize arrears.
Supporting tenants with rent payments and referring them for advice on benefits and welfare when needed.
Tenant Support and Community Relations:
Acting as the main point of contact for tenant queries and complaints, providing advice and support on a wide range of issues.
Mediating and resolving disputes between neighbours and dealing with anti-social behaviour.
Engaging with and supporting tenant and resident groups.
Administration and Compliance:
Maintaining accurate records, writing reports, and gathering statistical data.
Ensuring compliance with relevant legislation, such as the Housing Acts, health and safety regulations, and data protection laws.
Essential Skills and Qualifications
While no specific degree is always required, relevant experience and key skills are essential for the role.
Interpersonal Skills: Patience, empathy, excellent communication (verbal and written), and the ability to remain calm in stressful or challenging situations are vital for working with diverse tenant groups.
Problem-Solving and Initiative: The ability to think logically, make sound decisions, and solve complex problems under pressure is important.
Organisational Skills: Strong administration, self-management, and time management skills are necessary to balance competing priorities and meet deadlines.
Knowledge: A working knowledge of housing management legislation, welfare benefits, and standard IT applications is required.
Mobility: A full driving licence and access to a vehicle are often necessary for property and home visits within an allocated area
