The role: You will support the Strategic Contracts Manager in delivering effective contract management across the Council. The post focuses on administration, data preparation, monitoring, and providing assurance that commissioned goods and services are performing as required. You will act as a key point of contact within the wider Procurement Service and help maintain consistent commercial practice.



Key Responsibilities:

Administer day-to-day contract management activity, ensuring accurate communication, governance, performance monitoring, payments and record keeping.
Support delivery of contract compliance and value for money in line with Public Contracts Regulations and Council procedures
Assist in the use and development of electronic tendering systems, including e-catalogues and e-auctions.
Contribute to the development of improved e-processes and efficiency initiatives
Carry out contract monitoring and identify issues requiring remedial action.
Maintain logs for risks, actions, issues and change controls, ensuring timely follow-up.
Support contract managers across the Council and help maintain effective supplier and stakeholder relationships.
Ensure payments reflect agreed performance and contractual mechanisms.
Research best practice to support benchmarking and continuous improvement.
Assist with conflict resolution between delivery units and partners.
Provide support to procurement professionals with tender documentation, evaluation and associated processes.
Ensure compliance with financial regulations, standing orders, procurement legislation and IR35 requirements.



What the client is looking for:

At least 2 years' experience providing contract management and procurement support.
Strong understanding of purchasing principles and best practice procurement.
Confident working with contract data, performance information and compliance requirements.
Able to build effective working relationships with officers, suppliers and partners.
Skilled in planning, prioritising and managing workload with minimal supervision.
Competent user of ICT systems including P2P, vendor management portals and Microsoft Office.
Able to identify improvements, resolve issues and support value-for-money delivery.





Desirable:

CIPS Level 4 Diploma.
Experience in a public sector or multi-functional business environment.
Understanding of social value considerations in procurement.
