Role: Internal Communications Manager
Location: Peterborough (Hybrid) CITB is currently operating a hybrid approach to working and the teamwork from home and attend the office an average of one to two days per month depending on business need
Hours of Work: Full-time (35 hours per week)
Contract: Permanent

Salary Range: £46,350 - £49,500
Grade: SC3

In this role, you’ll design and deliver engaging internal communication strategies that inform and inspire our colleagues, foster collaboration, and strengthen our culture. You’ll lead creative communication initiatives that bring our values and vision to life — helping to build understanding, trust, and alignment at every level of the organisation.

What You’ll Be Doing:

Internal Communications Planning: Develop and implement strategic internal communications plans aligned with CITB’s business goals and role as the Industry Training Board for construction. Use the GCS OASIS methodology to deliver clear, consistent, and engaging messaging that supports organisational change, drives behaviour, and enhances employee engagement.
Supporting Employee Engagement and Culture: Create and deliver campaigns that strengthen our culture, celebrate success, and promote CITB’s values. Encourage two-way communication by designing opportunities for feedback and collaboration, helping every colleague feel heard and valued.
Advisory Support and Expertise: Act as a trusted advisor on internal communications — offering expert guidance, developing key messages, and producing compelling materials such as presentations, briefings, and staff updates. Ensure all internal communications are clear, consistent, and aligned with our brand and tone of voice.
Change Communications and Policy Implementation: Lead internal communications for organisational changes and strategic initiatives. Develop clear and empathetic communication approaches that support change management, address employee concerns, and maintain engagement during transformation.
Multi-Channel Content Development: Produce creative, inclusive, and accessible content across a range of internal channels — including intranet, newsletters, video, and digital platforms. Apply GCS accessibility and inclusion standards to ensure communications resonate with diverse audiences and comply with the Equality Act 2010.
Performance Measurement and Evaluation: Evaluate the impact of communications using the GCS Evaluation Cycle, analysing engagement metrics, survey feedback, and qualitative insights to continuously improve strategy and demonstrate value to leadership.
Budget Management: Manage project budgets effectively, monitoring spend and identifying potential risks, while ensuring all internal communications activity delivers value for money.
Your Experience:

Essential

A degree in Communications, Marketing, or a related discipline — or equivalent professional experience.
Demonstrable experience developing and delivering internal communication strategies using structured planning methodologies.
Excellent writing and editing skills, with the ability to tailor messages for different audiences and channels.
Proven experience creating engaging content for a variety of internal platforms, including digital and multimedia.
Understanding of change management principles and experience delivering effective change communications.
Experience using evaluation methods to measure communications success and inform continuous improvement.
Strong collaboration skills, with a commitment to integrated working across communications and marketing functions.
Excellent project management skills with the ability to manage multiple campaigns simultaneously.
Knowledge of internal communication tools, digital platforms, and collaboration systems.
Understanding of employee engagement and behavioural science principles, and how to apply them in communications.
Experience conducting employee surveys, focus groups, or engagement research.
Desirable

Experience working within the public sector or a non-departmental public body.
Experience managing sensitive or crisis communications.
Understanding of data protection, accessibility, and inclusive communication standards.
Familiarity with GCS frameworks, including OASIS planning and the Evaluation Cycle.
Experience producing video or multimedia content.
Understanding of trade union communications and employee representation
Special Conditions / Other Requirements:

Occasional national travel with overnight stays may be required
