Summary
This role will include engaging across government and the public sector to embed good cyber security across government including, working with central cyber teams to understand the current risk faced and identifying the required cyber initiatives and capabilities to meet our goals at every level of government. This will be supported by various functions across the unit including strategy, data and insights, business partnerships, risk, and project management, and other teams across the unit that will feed into the delivery of good cyber security. There will also be significant input from internal and external stakeholders to implement cyber security, and measure impact. This role will need to bring together this wide variety of inputs in order to map out and build consensus around the details of the current service offer, mapping this information back to strategic outcomes and provide rationale for expansion or development of new cyber initiatives, implementation and measuring success.
In June 2025, it was announced that the Government Cyber Unit will move from the Cabinet Office to the Department for Science, Innovation and Technology (DSIT) as a part of a machinery of government change. This change aims to bring together the digital transformation of public services into one central department, presenting exciting opportunities and positioning DSIT to lead the government’s digital agenda.
This role is in scope to formally transfer to DSIT when the machinery of government change takes place. If your start date is on the transfer date, when this is confirmed, you will be appointed direct to DSIT and your appointment will be unaffected by the machinery of government change. We are currently consulting with our Trade Unions on which policies, terms and conditions will apply on transfer. The statement of changes applied to all other Cabinet Office staff will also apply to you if you are successful.
Key Responsibilities:
As Implementation Manager you will:
- Plan and advance detailed implementation of the cross-government GCAP, drawing on project delivery teams, data and insights and strategic priorities, with support from teams across the unit.
- Contribute to strategic vision for cross-government cyber security including designing and delivering solutions that are innovative and fit for purpose, transforming strategic outcomes into wider government objectives and actions.
- Build a strong stakeholder network with departments, industry leaders, international partners, academia and technical experts to align strategic efforts, problem solve and share best practice .
- Conduct proactive and regular engagement with stakeholders across government to ensure alignment with strategic outcomes and surface implementation challenges, including through working groups and workshops
- Develop clear milestones for GCAP implementation, delivery and measurement.
- Contribute to the development of data led activities to address cyber security and digital resilience risk effectively.
