Road Safety Officer

35 hours per week - Monday to Friday

Permanent

£34,320 - £36,985 / £18.81 - £20.27 per hour (including Distant Islands Allowance)

Orkney Islands Council is looking for a Road Safety Officer to join the Roads Support Team and are seeking applications from suitably qualified or experienced persons.

The post involves the delivery of a full range of services in support of the Council with particular reference to duties required in relation to Section 39 of the Road Traffic Act 1988 in respect of Road Safety.

You will also co-ordinate the work of Orkney’s Road Safety Forum, and work with partners to develop Orkney’s Road Safety Strategy and associated Delivery Plans.

You will work with partners to promote road safety in the community and best practice in road safety at individual schools, and work with other Council services and key stakeholders to develop School Travel Plans. Develop service specifications and draft policies relating to road safety for approval. Provide the first point of contact for matters relating to Road Safety for other Council Services, consultants, Community Councils/Groups, and the public.

You will arrange and provide road safety training appropriate to the needs of all age groups and road users in the community. You will promote the health and environmental benefits of active school travel to all stakeholders and assist with walking route assessments associated with school travel and the assessment of controlled and uncontrolled pedestrian crossings.

The post holder will undertake the traffic counts as required and analyse and report on the data collected. Assist with accident studies and investigation, analysing road casualty statistics and develop and implement measures that may result from the studies to help educate to prevent road traffic accidents. As a result you may be required to work near live traffic.

You will work with colleagues across the Council in the development of schemes to upgrade existing and create new Active Travel projects, assisting colleagues and other service areas in active travel related grant funding applications, monitoring budgets, particularly for grants secured for road safety initiatives.

You should be qualified to SCQF 6/7 i.e., SVQ3, National Certificate, Foundation Apprenticeship, Advanced Higher, Scottish Baccalaureate, HNC, Certificate of Higher Education in an appropriate subject OR have a minimum of 3 years previous relevant experience within the main duties and responsibilities of this job profile. Also be willing to complete relevant qualification, for example Cycling Scotland Cycle Trainer.

Experience of engaging and working with community-based organisations, workplaces or schools. With extensive knowledge of road safety and/or health and safety legislation. Ability to demonstrate knowledge of IT processes.

You should hold a full current UK driving licence to enable driving a car or small van.
