About the Department
The Selective Licensing Team is part of the Private Housing Service within Community Protection & Enforcement Services at Thurrock Council. Our mission is to ensure that private rented housing across the borough is safe, well-managed, and compliant with legal standards. We work collaboratively with landlords, tenants, and partner agencies to improve housing conditions and safeguard residents.
About the Role
We are seeking a dynamic and experienced Enforcement Manager to lead our dedicated team. This is a key leadership role focused on driving high-quality enforcement activity and ensuring compliance with statutory duties.
Key Responsibilities
- Lead and manage the enforcement team, ensuring consistent, high-quality casework.
- Oversee the use of enforcement powers, including improvement notices, civil penalties, Rent Repayment Orders, banning orders, management orders, and prosecutions.
- Monitor team performance and report outcomes to senior managers and elected members.
- Provide expert advice on complex enforcement cases and contribute to policy development.
- Collaborate with internal and external partners including Environmental Health, Planning, Police, and Legal Services to deliver coordinated enforcement.
- Engage with landlords, letting agents, tenants, and residents to promote compliance and best practice.
What We're Looking For
- Degree or professional qualification in housing, environmental health, or building surveying.
- Certification in the Housing Health and Safety Rating System (HHSRS).
- In-depth knowledge of relevant legislation including the Housing Act 2004, ASB, Crime and Policing Act 2014, and Environmental Protection Act.
- Proven experience in managing enforcement or regulatory teams within housing or a related field.
- Strong leadership, communication, and negotiation skills.
- Ability to manage complex and high-risk cases effectively.
