Role Purpose:
To manage high-risk asylum-seeking individuals accommodated under statutory provisions, acting as a critical link between asylum claimants and statutory organisations with legal responsibility and powers to manage risk. This role does not duplicate the functions of the police or other enforcement bodies but instead provides assurance through effective escalation and collaborative risk management with partners.
The postholder will support organisational objectives by promoting compliance, reducing reoffending, and progressing cases toward resolution. This would ideally suit candidates from an an Forces/Police background, PIP2 is desirable but not essential
Key Responsibilities:
Conduct thorough risk assessments to identify specific risk factors, including the individual’s history, current circumstances, triggers, and protective factors.
Develop and implement risk management plans aimed at disrupting the individual’s ability to plan, fund, or commit serious crime.
Act as a liaison between asylum claimants and statutory agencies, ensuring timely and appropriate escalation of risk concerns.
Engage in Multi-Agency Public Protection Arrangements (MAPPA), ensuring effective collaboration and intelligence sharing across agencies.
Represent the organisation in multi-agency forums, contributing to comprehensive risk management strategies.
Implement evidence-based interventions tailored to individual needs, particularly for those with complex mental health issues.
Promote rehabilitation strategies that encourage pro-social behaviour and address underlying causes of offending.
Maintain regular contact with individuals subject to immigration bail, ensuring compliance and case progression.
Review and update risk management plans regularly in response to behavioural changes or new intelligence.
Work at pace and under pressure, managing a dynamic caseload with minimal supervision.
Liaise with accommodation providers, caseworkers, and support teams to ensure coordinated service delivery.
Identify and escalate safeguarding concerns appropriately.
Role Overview:
The organisation is seeking experienced Offender Managers or Investigations Officers to support the management and rehabilitation of high-risk offenders, particularly within asylum or criminal justice contexts. The postholder will play a key role in assessing risk, coordinating with multi-agency partners, and ensuring the safe reintegration and monitoring of individuals in line with MAPPA and organisational frameworks.
Essential Requirements:
Former probation or police staff with experience in offender management.
Recent, in-depth experience managing high-risk offenders, ideally in an asylum or criminal justice setting.
Strong grasp of risk assessment methodologies and offender management frameworks.
Proven ability to work collaboratively within MAPPA and other multi-agency environments.
Experience delivering rehabilitation and intervention plans.
Excellent communication and interpersonal skills; able to manage sensitive cases with discretion.
Ability to work independently and remotely, managing caseloads under pressure.
Demonstrated integrity and alignment with public service values.
Desirable Experience:
Understanding of asylum processes and immigration law.
Experience supporting vulnerable individuals, including those with mental health needs.
Familiarity with government systems and procedures.
