BACKGROUND

On 2 February 2023, the then Secretary of State for Northern Ireland announced that he would establish an independent statutory inquiry into the Real IRA bombing of Omagh on 15 August 1998, in which 31 lives were lost.

The Inquiry was formally established on publication of its Terms of Reference in February 2024. Since then, it has conducted a number of procedural hearings and commemorative public hearings in Omagh and Belfast. The Chairman of the Inquiry is supported by a small secretariat, led by the Secretary to the Inquiry. The secretariat provides administrative and policy support to the Chairman and other office holders. The post holder will join a small innovative team and will contribute to the Inquiry’s work as it progresses towards holding evidential hearings.

ABOUT THE ROLE:

Working to the Head of Information Management and Security, the Information Management and Operations Officer is a varied role and will provide support on across various workstreams including information management, IT and hearings support.

The post holder’s primary responsibility will be to act as the Inquiry’s STRAPSO in London. STRAP is a regime that regulates access to sensitive intelligence material which requires more protective handling than is afforded by the standard arrangements for government assets. The post holder will also be asked to work flexibly with the other HEOs across the secretariat to provide support to the wider team.

DUTIES AND RESPONSIBILITIES:

The key responsibilities of the role are;

● Act as the Inquiry’s STRAPSO in London and provide secure administrative management and control of material and environments including secure rooms, to protect highly sensitive material and maintain accreditation requirements. This may involve liaising across government regarding clearances and related matters.

● Support good information management compliance in accordance with policies, procedures and government standards, in relation to access to and use of classified material and classified IT.

● Manage routine security and access control to secure environments in accordance with associated security standards.

● Process IT and clearance applications for the wider team.

● Provide support to the Inquiry’s hearing programme including working on witness correspondence.

● Working alongside the existing team provide administrative support to the Inquiry across various work areas including governance and finance.

● The post-holder may be required to perform other ad hoc duties consistent with the role and grading, where necessary.


ESSENTIAL CRITERIA:

Skills and experience

Essential:

● Experience working in information management.

● Strong prioritisation, communication and influencing skills.

● Experience of working with a range of stakeholders

● Experience of working to tight deadlines and ability to quickly resolve problems

● Existing DV clearance or willingness to obtain DV before appointment.



Desirable:



● Previous experience working on independent inquiries (or similar work)

● Previous experience working on Northern Ireland legacy or national security policy (or similar work)

● Previous experience working with classified materials.
